ITEM TITLE: a. RESOLUTIONOlapRequesting the Board of Supervisors
of the County of San Diego to consolidate a
municipal election, authorize said Board to canvass
the returns , and to permit the Registrar of Voters
to render certain specified services to the City of
Chula Vista in connection with the conduct of the
consolidated municipal election on November 3 , 1987
to be held in the City of Chula Vista
b . RESOLUTION ( 31 ( Calling and giving notice of the
holding of an election to be held in said City on
Tuesday, November 3 , 1987 , for the purpose of
submitting to the qualified electors of Chula
Vista, a vote on the office of City Council Seats
Numbers 3 and 4 and consolidating said election
with the consolidated election to be held on the
same date

A general municipal election is scheduled for Tuesday, November 3 ,
1987 for Council Seat Numbers 3 and 4 ( currently held by Tim Nader
and David Malcolm) . In accordance to the State Election Code
( Section 23302 ) , the City must submit a request to the Board of
Supervisors to authorize the Registrar of Voters to consolidate our
municipal election no later than 88 days prior to the election (by
August 7 , 1987 ) .
RECOMMENDATION: Approve the resolutions for the consolidation
and calling the general election on November 3 , 1987 .
DISCUSSION: The election will be just for the two Council seats
- no propositions have been requested.
Resolution "a" also incorporates having the Board of Supervisors
canvass the returns and to permit the Registrar of Voters to render
specified services - this includes setting up the precincts, paying
the election workers , printing and mailing the sample ballots and
counting the votes . The City Clerk is still required to do all the
legal work; publishing all notices, handling the filing of
nominations and the campaign statements and statements of economic
disclosures .
Resolution "b" is calling the election . The two Seats up for
election will be for a one-time only five year term. This is based
on the Proposition passed in 1985 changing the Council elections to
November of even-numbered years .
FISCAL IMPACT: In December , at the time of preparing the budget,
the accountant at the Registrar of Voters office gave us a verbal
estimate of $2 ,500 . He made a mistake, basing his estimate on a
statewide election instead of a "going-it-alone" election. This
has now been revised and the estimate is $70 , 000 . A special
appropriation will be requested at the time of the actual billing .
