ITEM TITLE: Resolution /3,/ f Approving the Cooperative Agreement
with CalTrans No. 11-0363 for the installation of traffic
signals and roadwork at the intersection of Bonita Road and
Interstate Route 805

City staff has been working with CalTrans staff and the City of National City
staff for some time to install double left-turn lanes for eastbound to
southbound traffic. In order for the project to be completed by this
Thanksgiving, it was determined that the City of Chula Vista' s bidding
procedures would be the most expeditious.
RECOMMENDATION: That Council approve the resolution approving the
Cooperative Agreement.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
CalTrans has prepared the plans and specifications for the project to install
double left-turn turn lanes for eastbound Bonita Road to southbound I-805.
Because of the long process in getting approval through Sacramento and then
awarding contracts, it was determined that the City of Chula Vista should
award the contract and administer the contract with CalTrans paying their half
of the cost. National City has agreed to pay half of the City cost up to a
maximum amount of approximately $30,000; however, subject agreement is between
CalTrans and Chula Vista. There will be another agreement between Chula Vista
and National City.
Subject agreement provides that Chula Vista will administer the contract and
pay all costs and at the end be responsible for 50% of the cost. CalTrans
will deposit funds with the City within 25 days of receipt of billing, their
half of the total cost minus the cost they have expended for design. Upon
completion of the project, full accounting will be conducted and each agency
will be responsible for 50% of the total cost including construction and staff
cost. We should receive final plans from CalTrans this week and be out to bid
by the end of June or the first week in July. After approval of this
Cooperative Agreement by the California Transportation Commission, we will be
'the a position to award the contract. That should happen by the end of July or
the early part of August. Since most of the major equipment requirements are
either already there or available from CalTrans yard, it is not anticipated
that there will be any major delay to begin work once the contract is awarded.

In preparing our files for microfilming, I discovered we are
missing the signed agreement for the installation of traffic
signals and roadwork at the intersection of Bonita Road and
Interstate 805. The agreement was sent to your office for
execution in June of 1987.
Attached is a copy of our transmittal letter for your reference.
If you have the executed original agreement, please send it (or
a copy) to our office as soon as possible.
