Included in that approved budget were funds for the organizations listed above. Agreements for supporting these programs must be approved before funds can be released. Copies of the proposed agreements are attached. RECOMMENDATION: That Council adopt the nine resolutions approving agreements with the nine organizations. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. Page 2, Item 15 a-i Meeting Date 6/23/87 DISCUSSION: The programs operated by the nine non-profit, community oriented organizations are directed to principally benefit low and moderate income persons. The YMCA Family Stress Center operates a child abuse treatment program which provides counseling services to families countywide. The agreement with the Metropolitan YMCA of San Diego County specifies that the City will pay on a monthly basis for the services of one full-time equivalent counselor at the YMCA Family Stress Center to handle referrals from Chula Vista's Police Department and other agencies serving Chula Vista regarding child abuse cases. The Center is required to submit a quarterly report documenting client and financial information and the results of City subsidized activities. Meals on Wheels, with voluntary workers, prepares meals for persons who are unable, either because of chronic or temporary illness, disability, or age, to prepare such meals for themselves. The agreement with South Bay Meals on Wheels specifies that the City will pay operating expenses on a quarterly basis and that the organization will submit quarterly reports containing client and financial information. Jobs for Youth is a local service, operated primarily by volunteers, which refers local youths to temporary and permanent job placements in the Chula Vista area. The agreement specifies that the City will pay for operating expenses of telephone, office supplies and salaries and that Jobs for Youth will submit quarterly reports containing client information and an accounting of granted funds expenditures. The South Bay Community Services program assists in the prevention of juvenile delinquency, and provides education, employment counseling, and community education skills that enable clients to deal positively with their community. The agreement with South Bay Community Services specifies that the City will pay for rent and utilities costs of the organization. Sufficient funds are granted the organization to cover rent costs for six months. It is anticipated that the organization will occupy their Redevelopment Agency owned facilities rent-free for the first six months of the fiscal year. South Bay Community Services is required to submit a quarterly report to the City containing client and financial information. The purpose of the Shared Housing Program, operated by South County on Aging (SCCOA), is to match homeowners and home seekers who wish to share housing and is aimed principally at low-income seniors and handicapped persons. The agreement with SCCOA specifies that the City will pay for the operating expenses of the program, including supplies and services, in arrears on a monthly basis. SCCOA is required to submit quarterly activity reports to the City including client and financial information. The Chula Vista Emergency Food Project transports and distributes U.S. Department of Agriculture surplus commodities to low income people at the Lauderbach Community Center. Funding for the organization will cover the cost of truck rental to transport the commodities.
