At 2 p.m. on June 16, 1987, in the City Council Chambers in the Public
Services Building, the Director of Public Works/City Engineer received sealed
bids for "Placement of Asphalt Concrete Overlay on Third Avenue From Moss
Street to Oxford Street and Construction of Various Street Improvements on
Broadway from Naples Street to Oxford Street in the City of Chula Vista,
California. "
The work includes the removal of alligatored pavement areas and replacement
with asphalt concrete, asphalt concrete leveling course, placement of pavement
reinforcing fabric, placement of 1-1 /2" thick asphalt concrete overlay,
processed miscellaneous base, adjustment of manholes, sidewalk, driveways,
ramps, cross gutter, colored stamped concrete, replacement of traffic sianal
loops, traffic control and other miscellaneous work.
RECOMMENDATION: That Council accept the bids and award the contract to
R. E. Hazard Contracting Company in the amount of $236,767.70.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The City Council by Resolution 12832 approved November 25, 1986, authorized
staff to prepare plans and specifications and to bid the work for
rehabilitation and pavement overlay of Third Avenue between Moss Street and
Oxford Street and the east side of Broadway between Naples Street and Oxford
Street. Bids were received from three contractors as follows:

The low bid by R. E. Hazard Contracting Company is below the Engineer' s
Estimate of $239,257.65 by $2,489.95, or 1%. We have reviewed the low bid and
believe it to be satisfactory and recommend awarding the contract to R. E.
Hazard Contracting Company. Attached is a copy of the Contractor' s Disclosure
Statement.

Funds required for construction:
a. Contract Amount $236,767.70
b. Contingencies (approx. 10%) 23,694.80

The following change shall be made to increase the contract dated September 28,
1987, between the City of Chula Vista and R. E. Hazard Contracting Company.
REMARKS AND DETAILS:
Change in contract at agreed price of $632.50 to perform asphalt concrete
testing for the placement of asphalt concrete overlay on Third Avenue and on
Broadway.
Tests were performed by Testing Engineers between August 20, 1987 and September
1, 1987. Agreed cost of $632.50 includes contractor's 15% overhead expense
(i.e. $550.00 + 15% - invoice attached).
