HomeMy WebLinkAboutAgenda Statement 1987/06/23 Item 8a,b COUNCIL AGENDA STATEMENT Item 8a, 8b Meeting Date 6/23/87 ITEM TITLE: Resolution,/ e3y/ Approving the report of the City Engineer for the spread of assessments, Town Centre No. 1 Street Light and Landscape Maintenance District, FY 1987-88 Resolution Intention to establish Street Lighting and Landscape Maintenance District for Town Centre No. 1 and setting a date for the public hearing SUBMITTED BY: Director of Public Works/City Engineer Director of Parks and Recreation -&• - REVIEWED BY: City Manager41" (4/5ths Vote: Yes No X ) On May 26, 1987, City Council adopted Resolution No. 13042 ordering the City Engineer to prepare and file a report of assessments for street lighting and landscape maintenance district for Town Centre No. 1 for fiscal year 1987-88. That report has been prepared and the above resolutions approve the report and set the date for a public hearing to consider the spreading of the assessments. The net assessment has increased by 28.7% over last year and the individual assessments have been equally increased among the parcels. (See attached comparison sheet. ) RECOMMENDATION: That the Council adopt resolutions approving the report and declaring its intention to establish the subject lighting and maintenance district, setting the date of July 14, 1987, for the public hearing. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The 1987-88 budget for the Town Centre No. 1 Landscape Maintenance District is $36,510 or an increase of $7,860. The major increase is due to assessment of City staff services ($6,450) , purchase of trash cans for trash receptacles ($500), and installation of a new back-flow preventer ($650). Prior to the 1987-88 budget, staff supervision service was absorbed by the General Fund. In 1986-87, supervision and administration of the Town Centre District was assigned to the Open Space Coordinator. The services of the Open Space Coordinator are offset by the assessments to the various Open Space Districts and other maintenance districts under his supervision. The cost of the Open Space Coordinator to provide supervision and administration of the Town Centre District was pro rata. The existing preventer does not provide the level of safety required by the water company. FISCAL IMPACT: None.
