HomeMy WebLinkAboutAgenda Statement 1987/06/23 Item 6 COUNCIL AGENDA STATEMENT Item 6 Meeting Date 6/23/87 ITEM TITLE: Resolution,f /�0 Accepting the "STATE ROUTE 125 CORRIDOR STUDY" and directing the preparation of an Environmental Impact Report for an interim four-lane street within the proposed SR-125 corridor between Otay Lakes Road and SR-54; and requesting the Board of Supervisors and the County of San Diego to also accept the "STATE ROUTE 125 CORRIDOR STUDY," initiate the process to amend the County General Plan to indicate a street facility in the corridor, and agree to participate as the "lead agency" with the City of Chula Vista as the "responsible agency" in the processing of an Environmental Impact Report for the construction of a four-lane street improvement within the proposed SR-125 corridor. SUBMITTED BY: Director of Public Works/City Engineer AP REVIEWED BY: City Manager 964/W (4/5ths Vote: Yes X No ) An in-depth engineering and financing alternatives analysis of a four-lane interim street facility within the SR-125 corridor between Otay Lakes Road and SR-54 has been completed, and a report with recommendations submitted to the City. One of the recommendations for implementation is the early preparation of an Environmental Impact Report for the interim four-lane facility with the cost paid by Development Impact Fees collected from the EastLake and Bonita Long Canyon Developments. Since a large segment of the proposed street improvement is within the County of San Diego, it will be necessary to have their cooperation in the preparation of the EIR. RECOMMENDATION: Approve the resolution accepting the report and appropriate $100,000 from EastLake Impact Fund. BOARDS/COMMISSIONS RECOMMENDATION: Not Applicable. DISCUSSION: In April , 1986, Council authorized the hiring of consultants to determine an alignment, cost estimate, and financing alternatives for a four-lane interim facility within the proposed SR-125 corridor between Otay Lakes Road and SR-54. A center-line alignment for the four-lane interim street is proposed which takes into consideration the alignment of SR-125 through the approved EastLake development, the 69-inch San Diego aqueduct, and the proposed County Park north of San Miguel Road, the Sweetwater River on the east, and the Bonita golf course on the west. (See attached map. ) Under the direction of a Task Force of City, County, Caltrans, and owner/developer representatives, eight design alternatives for the interim Page 2, Item 6 Meeting Date 6/23/87 four-lane facility were investigated. The alternative selected (2B) has the following description: 1 . Full width grading and drainage for the entire alignment, except through the Bonita neighborhood, which would be graded 1/2 width. 2. Four (4) lanes of pavement with a concrete barrier separating traffic. 3. Costs of grading and draining and dedication of right-of-way through EastLake, Unocal , and Central Savings would be borne by the developers. Right-of-way 1 ,485,000 TOTAL COST $23.927.317 * Includes Bridge $9,353,000 The method of financing for the interim four-lane facility recommended is a Development Impact Fee paid at Building Permit Issuance for all residential , commercial , and industrial development within a designated area of benefit east of I-805. The amount of the Impact Fee is not set at this time because until the update of the General Plan is completed the land use and density data necessary to calculate the Impact Fee-will not be available. It is for this reason that the enactment of an Interim Development Impact Fee is being recommended. The following is the schedule of Impact Fees which are currently being collected at Building Permit Issuance for the interim SR-125 project within the EastLake and Bonita Long Canyon developments: Single-Family Detached $ 550.00 Single-Family Attached 440.00 Multi-Family 330.00 Commercial/Acre 27,500.00 Industrial/Acre 16,500.00 Page 3, Item 6 Meeting Date 6/23/87 An interim ordinance is now being prepared for Council consideration at a later date which will place the above schedule of Impact Fees payable at Building Permit Issuance within the City east of I-805. It is recognized that a "pay as you go" method of collecting funds at Building Permit Issuance will not produce sufficient funds to award a construction contract around 1992 for the complete project and will require owner/developers to "advance" funds for the construction. The public input portion of this process will be conducted by the County, since all of the roadway is outside the city limits of Chula Vista (with the exception of EastLake which has the route adopted and right-of-way dedicated or provided for). However, we have given copies of the report to members of the Sweetwater traffic corridor study group which has representatives from the following organizations: County of San Diego, CalTrans, Sweetwater Valley Community Planning Group and Sweetwater Valley Civic Association. We have also given a copy to Crossroads. Summary of Council Actions 1 . Accepted the "STATE ROUTE 125 CORRIDOR - INTERIM FACILITY ROUTE ALIGNMENT AND FINANCING ALTERNATIVES STUDY." 2. Directed staff to return to Council with a recommendation for a consultant to prepare an Environmental Impact Report on a four-lane interim street facility within the proposed SR-125 corridor. 3. Requested the Board of Supervisors of the County of San Diego also accept the report, initiate the process to amend the County General Plan, and cooperate with the City in the preparation of the EIR. FISCAL IMPACT: Appropriate $100,000 for staff and consultant to prepare EIR. The cost of preparing the EIR will be recommended to be funded from Development Impact Fees currently being collected from the EastLake and Bonita Long Canyon developments. They agreed to accept the report, fund an EIR and submit it to the County for processing. However, they requested that the County be informed that the City Council may have further comments after hearing from community groups in the Bonita area. A suggested draft of a letter to the Clerk of the Board of Supervisors is provided as follow§: "On September 23, 14817, the Chula Vista City Council approved Resolution No. accepting the 'State Route Corridor Study' and directing the appropriation of an Environmental Impact Report for an interim four-lane street within the proposed SR-125 corridor. The Board of Supervisors and the County of San Diego is being requested to accept the report, initiate the process to amend the County's General Plan to indicate a street facility in the corridor, and agree to participate as lead agency with the City of Chula Vista as a responsible agency in the processing of an Environmental Impact Report." At the June 23, 1987 Council meeting, Mr. George Kost, representing the Sweetwater Valley Civic Association, requested that the Council give the community groups in the Sweetwater Valley more time to review and comment on the report. The Council did approve the Resolution, however, they wanted to indicate to the County Board of Supervisors that should more information come from the community groups to the City Council , that the Council may be transmitting further information on this item to the County. Copies of the attached study will be forwarded to the County's Acting Director of Planning and Director of Public Works by your office, per instructions given on the original Resolution.
