HomeMy WebLinkAboutAgenda Statement 1987/06/23 Item 28 COUNCIL AGENDA STATEMENT Item 28 Meeting Date 6/23/87 ITEM TITLE: Public Hearing: Considering Coastal Development Permit #020 for Development of the Nature Interpretive Center Temporary Parking Lot within the San Diego Gas & Electric Company Right-of-Way Resolution ,2 V`` ) Authorizing the issuance of the Coastal Development Permit No. 020 qrSUBMITTED BY: Community Development Directo REVIEWED BY: City Manager )444- , (4/5ths Vote: Yes No X ) On May 21 , 1987, the Redevelopment Agency approved the concept of utilizing the SDG&E right-of-way west of "E" Street at Bay Boulevard for the Nature Interpretive Center Temporary Parking Lot. Environmental Review of the project was conducted and Negative Declaration IS-87-64 was issued. A Coastal Development Permit is required for this activity. RECOMMENDATION: That the City Council conduct a public hearing and consider and adopt the attached resolution and findings therein: 1 . Adopting Negative Declaration IS-87-64; 2. Finding that the proposal is consistent with the policies of the certified Chula Vista Local Coastal Program; 3. Issuing Coastal Development Permit #020. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The project entails approximately 30,000 sq. ft. of property located within the SDG&E transmission easement located just west- and north of "E" Street at Bay Boulevard to provide temporary parking for Chula Vista Nature Interpretive Center. Improvements will include weed removal , scraping the site, and placement of decomposed granite or similar material . Also, wooden bollards connected by cable will be installed along the project boundary to delineate the parking area. No lighting is proposed. The site is planned to accommodate about 50 vehicles. No major land form change is proposed This parking lot is located immediately to the north of the access road to the Nature Center. The access road will be closed to through traffic to eliminate the use of private vehicles and limit vehicle trips through the wetlands. Visitors to the Center will be able to park their cars in the parking lot and then proceed to the Center via public transit. A shuttle bus will provide transportation to the Nature Center between 10:00 a.m. and 6:00 p.m. , Tuesday through Sunday. Page 2, Item 28 Meeting Date 6/23/87 The project site has been farmed in the past, recently it has been unused. Negative Declaration IS-87-64 has found that there are no significant resources on or adjacent to the project and that no significant environmental impact will result from development as proposed. The following development schedule is anticipated: 6/29/87 through 7/3/87 1 ) obtain bids 2) prepare contract 7/16/87 1 ) SDG&E agreement to Redevelopment Agency 2) award construction contract 7/24/87 Coastal appeal period ends 7/31 /87 Notice to proceed issued 8/17/87 Start work (20 working days) 9/11/87 End work Findings Based on the following findings, the proposed temporary parking facility has been found to be consistent with the policies of the certified Local Coastal Program. 1 . The proposed off-site parking area for the Nature Interpretive Center is a temporary facility to accommodate visitors to the Center until the development of the mid-Bayfront which is anticipated to provide a permanent parking facility. The subject project is consistent with the project proposal of Coastal Development Permit #1 (Nature Interpretive Center Development) which designated off-site parking for the center. 2. The project site is designated in the Bayfront Specific Plan for parking. The project is located within proximity of the "E" Street/Interstate-5 interchange which will provide immediate access to the project site. Public transit-shuttle service will transport visitors between the parking lot and the Nature Center, thereby eliminating private vehicle trips and maximizing public transportation to provide public access to a coastal-educational facility. 3. Development of the site entails minimal site preparation which will result in minor grading (scraping) of the project area. This activity will occur prior to the months between November and April , in compliance with grading provisions stated in the certified Chula Vista LCP. �; / / Page 3, Item 28 Meeting Date 6/23/87 4. The Statewide and Regional Interpretive Guidelines have been reviewed and the proposed development, which enables public access to a coastal related resource by extension of public transit service and is a support facility to the visitor-serving Nature Center, has been found to be in conformance with the public access and public recreation policies of Chapter 3 of the Public Resources Code. FISCAL IMPACT: CIP project No. RD-114 provides approximately $7,000 for the development of the proposed temporary parking facility.
