RECOMMENDATION: That the City Council adopt a resolution establishing an appropriations limit of $36,932,632 for the 1987/88 fiscal year. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: Article XIIIB of the California Constitution specifies that appropriations financed from "Proceeds of Taxes" may increase annually by the change in population of the city and the change in the U.S. Consumer Price Index or California per capita personal income, whichever is less. The CPI increased by 3.04% while personal income rose 3.47%. Therefore, the CPI factor is used. "Proceeds of Taxes" includes such revenues as property taxes, sales and use taxes, utility users taxes, transient occupancy taxes, and state subventions. Revenues from other sources like fees/charges and federal grants are considered "Non-Proceeds of Taxes" and not subject to limit. The State Department of Finance is charged with providing the data necessary for local jurisdictions to establish their appropriation limit. Based on this data, the 1987-88 appropriation limit has been calculated as follows: Fiscal Year 1986-87 Appropriation Limit $34,654,360 Increase by the March to March U.S. All Urban Consumer Price Index (CPI) x 1 .0304 (3.04%) Increase by the Population Change in Chula Vista from January 1 , 1986 to January 1 , 1987 x 1 .0343 (3.43%) FISCAL YEAR 1987-88 APPROPRIATIONS LIMIT $36,932,632 FISCAL IMPACT: The "Proceeds of Taxes" subject to the appropriations limit are estimated to be $26,211 ,461 for FY 1987-88. Chula Vista has a comfortable appropriation "gap" of $10,721 ,171 . In accordance with the City Charter, a public hearing is now required to consider the general City budget and proposals relating to the expenditure of revenue sharing monies. RECOMMENDATION: That Council accept public testimony and adopt the proposed budget as amended during the review sessions and as may be further amended as a result of the public hearing. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The following adjustments were made to the proposed 1986-87 budget during Council budget review sessions and are reflected in the totals on Attachment A to the resolution. In addition, Council may further modify the budget appropriation as a result of public testimony tonight.
