In April 1984, the Redevelopment Agency acquired a 2.01 acre parcel on the
southwest corner of "F" Street and Tidelands Avenue (former site of Marina
Motor Motel ). The current condition of this property poses a potential fire
hazard due to weeds and debris that have accumulated in the last year. In
order to eliminate this problem and alleviate the unsightly condition of the
property, weed abatement services are proposed at this time.
The project is exempt from environmental review under the California
Environmental Quality Act pursuant to Section 15304 Class 4.
RECOMMENDATION: That the City Council conduct a public hearing and consider
the attached resolution and findings therein, (1 ) finding that the proposed
project is consistent with the policies of the certified Chula Vista Local
Coastal Program and (2) issuing Coastal Development Permit #023.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The project site consists of approximately two acres of currently vacant
property located at the southwest corner of "F" Street and Tidelands Avenue,
and extending approximately 300 ft. south of the southerly property line
(Exhibit A attached). This site was previously occupied by the Marina Motor
Motel .
Weeds and debris have been collecting on-site from non-use. Not only is this
unsightly, but it becomes a fire hazard during the summer and fall months.
Therefore, it is recommended the property be cleared to reduce the hazard.

FINDINGS
Based on the following findings, the proposed grubbing and clearing of weeds
has been found to be consistent with the policies of the certified Chula Vista
Local Coastal Program.
1 . Grubbing and clearing of weeds on the site will reduce fire hazards that
could exist during the summer and fall months and will further reduce the
danger to Bayfront wildlife and resources which could exist from that
hazard.
2. The site was previously developed with a commercial motel use which was
recently demolished. Therefore, no significant vegetation will be
impacted as a result of the project.
3. This project involves only grubbing and clearing of weeds on a previously
disturbed site and will not interfere with the public 's right of access to
the shoreline as provided in Chapter 3 of the California Coastal Act.
FISCAL IMPACT: There is no direct cost associated with the issuance of this
permit. However, at its June 4, 1987 meeting, the Redevelopment Agency
authorized staff to solicit bids for weed abatement, for the subject site, at
an estimated cost not to exceed $5,000. Funds are available in account
990-9907-5518 (Acquisition Expenses) for these services.
