Accepting bids and awarding contract for asphaltic concret SUBMITTED BY: Director of Finance 1' Director of Public Wo ks/City Engineer REVIEWED BY: City Manager( (4/5ths Vote: Yes No x ) Bids were received and opened at 10:00 a.m. on May 29, 1987, in the Office of the Purchasing Agent for furnishing asphaltic concrete to the City for use during the period July 1 , 1987 through December 31 , 1987. Bids were requested for a six-month period due to fluctuating material costs. RECOMMENDATION: That Council accept the bids and award the contract to Sim J. Harris Company. DISCUSSION: Bids were requested for the following materials: ESTIMATED ITEM MATERIAL USAGE 1 Type III-F-AR-4000 asphaltic concrete (sheet asphalt) 600 Tons 2 Type III-D-AR-4000 asphaltic concrete (3/8" max. aggregate) 7,000 Tons Four vendors were mailed bid proposal forms with four submitting the following bids: PRICE PER TON TOTAL BID BASED BIDDER ITEM 1 ITEM 2 ON EST. Harris Co. , San Diego 25.50 22.75 174,550 Asphalt Inc. , El Cajon 26.25 23.60 180,950 Industrial Asphalt, San Diego 27.50 23.75 182,750 The bid specifications called for pick up of the material at the vendor' s plant. This way, the job site could be prepared while trucks were on route to pick up hot material and application made on their return. The low bidder, Gulf Oil Company, is located 3 miles north of Lakeside off Highway 67. Driving distance is 63 miles round trip. The number two bidder, Sim J. Harris Co. is located at the junction of Highway 163 and I-15. Driving -- distance is 34 miles or 29 miles less than driving to Gulf Oil ' s plant. Normal pick up of materials is 7 tons per load. Driving time to their plant, loading and return to Chula Vista is approximately 1 .5 hours and to Gulf Oil in Lakeside approximately 2.25 hours. Current City dump truck rates are $8.00 per hour and $11 .20 for the driver. An average load of 3/8-inch aggregate is 7 tons. This is the type of material that is used most by the Streets Division. The cost to pick up a load at Sim J. Harris Company would be $197.61 and $206.44 at Gulf Oil as the figures below indicate. Sim J. Harris Company. The bid of Sim J. Harris Co. meets specifications and is acceptable to the Director of Public Works/City Engineer.
