On July 2 and July 4, 1 987, the Chula Vista Nature Interpretive Center will be
conducting grand opening events. The Bayfront Conservancy Trust will be hosting a
Gala Premiere (by special invitation) between 6:30 p.m. and 9:00 p.m. on July 2
and a grand opening open house on July 4 during the hours of 1 :30 p.m. and 4:00
p.m. Off-site parking will be necessary to accommodate guests to these events.
It is proposed that the vacant lot, located at the northeast corner of Bay
Boulevard and E Street be used for this purpose. Grubbing and clearing of weeds
on the subject property is also proposed at this time.
The project is exempt from environmental review pursuant to Sections 15304 class 4
(e) of CEQA guidelines. A coastal development permit is required for these
activities.
RECOMMENDATION: That the City Council conduct a public hearing and consider the
attached resolution and findings therein (1 ) finding that the proposed project is
consistent with the policies of the certified Chula Vista Local Coastal Program
and (2) issuing Coastal Development Permit No. 024.

DISCUSSION
The project site consists of approximately 8 acres of currently vacant property
located at the northeast corner of Bay Boulevard and E Street just west of
Interstate 5. The site was previously utilized for a vehicle dismantling and junk
yard operation. There are two groves of Eucalyptus trees present on site,
however, no significant vegetation has been found (in accordance with EIR 79-6
conducted for previous development proposals).

Weeds and debris have been collecting on site from non-use. Not only is this
unsightly, but it becomes a fire hazard during the summer and fall months.
Therefore, it is recommended that the property be cleaned to reduce the hazard.
Also, since the site is directly adjacent to the Interstate-5 off and on ramps at
E Street, it is recommended that the property be made available on July 2 and 4
for parking to supplement the Nature Interpretive Center 50-space temporary
parking lot immediately adjacent to the west. During the NIC Gala and grand
opening events, it is anticipated that more than the 50 spaces will be necessary
to accommodate guests. Shuttle service from this site to the Nature Center will
be provided.
FINDINGS
Based on the following findings, the proposed grubbing and clearing of weeds and
parking for two special events related to the Nature Center grand-opening have
been found to be consistent with the policies of the certified Chula Vista Local
Coastal Program.
1 . The site is designated highway commercial land use which permits Parking
Services-Civic, therefore, no variance is required.
2. A shuttle bus will provide transit service from the proposed parking site to
the Nature Center, thus eliminating private vehicle traffic to the Center and
avoiding any vehicle impact to adjacent resources.
3. The project site is located adjacent to a major street CE Street) and
Interstate-5 on and off ramps to Chula Vista. Parking at the proposed
location will limit vehicle traffic on interior streets.
4. Grubbing and clearing of weeds on the site will reduce fire hazards that coul d
exist during the summer and fall months and will further reduce the danger to
Bayfront wildlife and resources which could exist from that hazard.
FISCAL IMPACT:
There are no direct costs associated with the issuance of this permit. However,
at its June 4, 1987 meeting, the Redevelopment Agency authorized staff to solicit
bids for weed abatement, for the subject site, at an estimated cost not to exceed
$5,000. In addition, Police reserve officers, Parks and Recreation and Public
Works staff will be used for traffic/crowd control and site preparation related to
the two special events.
