An application was filed by Vista Hill Hospital with the Local Agency
Formation Commission (LAFCO) on February 4, 1987, to annex approximately 3.01
acres of land located at the southeast corner of the intersection of Medical
Center Drive and Medical Center Court. The proposed reorganization is within
the adopted Sphere-of-Influence of the City of Chula Vista.
On November 5, 1986, the area was prezoned C-O-P, Administrative and
Professional Office Zone with the Precise Plan Modifying District attached.
An Initial Study, IS-87-27, of the possible adverse environmental impacts of
the project was conducted as part of the prezoning by the Environmental Review
Coordinator on October 24, 1986, who concluded that there would be no
significant environmental effects. The City Council of the City of Chula
Vista adopted the Negative Declaration on December 2, 1986.
On April 6, 1987, the Local Agency Formation Commission adopted a resolution
approving the proposed reorganization (Reference No. CA87-2). In accordance
with the regulations of the Cortese/Knox Local Government Reorganization Act
of 1985, the Local Agency Formation Commission has referred the matter to the
City of Chula Vista as the conducting authority for its action.
RECOMMENDATION: That Council adopt a resolution approving the annexation
known as the "Vista Hill Hospital Annexation."

Existing Site Characteristics
The subject area is trapezoidal in shape and bounded by Medical Center Court
on the north, the future extension of Medical Center Drive on the west and the
City limits on the east. The area slopes downward to the west. The site has
been used for agriculture in the past and is presently vacant.
Municipal Services
The subject reorganization is being proposed in order to obtain the full range
of comprehensive municipal services for the proposal area.
FISCAL IMPACT: Pursuant to the Master Property Tax transfer with the
County, Chula Vista will receive $25.00 in base property tax revenue annually
and will receive 13.9% of future taxes generated from the area. The
annexation is not expected to have an adverse economic impact on the City.
