MTDB has submitted for Council 's approval an agreement for provision of SDT
Route 32 service for FY1987-88 in Chula Vista. The cost of this service for
next fiscal year is $207,721 . However, MTDB currently is negotiating an
agreement with Southwest Coaches, Inc. (which operates the Amarillo y Rosa bus
service between the Border and downtown San Diego) for providing transit
service in place of SDT Route 32. Under that agreement Southwest Coaches
would operate service at no public subsidy. Therefore, since the Southwest
Coaches agreement is proposed to become effective on September 12, 1987, the
City of Chula Vista's cost for SDT Route 32 service between July 1 and
September 12 would be $42,134. After this service starts, there would be no
cost to the City of Chula Vista for transit service provided by Southwest
Coaches under the agreement with MTDB.
RECOMMENDATION: That Council :
1 . Approve agreement between the City of Chula Vista and the Metropolitan
Transit Development Board for San Diego Transit Route 32 service for
1987-88, and
2. Accept report on the provision of Transit service by Southwest Coaches,
Inc. in place of San Diego Transit Route 32.

DISCUSSION:
SDT ROUTE 32
The Route 32 agreement in the amount of $207,721 for FY1987-88 is a 17 percent
increase over the current fiscal year cost of $177,840. However, the cost for
next fiscal year includes one full year of Route 32 operating to the Bayfront

Station; Route 32 terminated at the "H" Street Station from July to
October 1986 and was extended to the Bayfront Station in October, 1986, so
the current fiscal year cost does not reflect the full year of operation
to the Bayfront Station. The agreement for next fiscal year estimates
182,135 passengers, an increase of 7.6 percent from the current fiscal
year and gross cost per mile of $3.87, a 2.8 percent decrease from this
fiscal year.
The agreement also includes Route 32 cost for the period between July 1 and
September 12. The cost for this period of Route 32 service in the amount of
$42,134 assumes that Route 32 would be terminated on September 12 and replaced
by the Amarillo y Rosa service operated by Southwest Coaches, Inc. , which
would be operated without public subsidy.
SOUTHWEST COACHES, Inc. SERVICE
The proposed agreement between MTDB and Southwest Coaches, Inc. contains the
following significant specifications regarding that service.
Routing: The route will operate between the Border and downtown
San Diego. Service in Chula Vista will be on Broadway
with a stop at the Bayfront Trolley Station. This
routing is the same as Route 32 in Chula Vista south of
"E" Street; new service will be provided on Broadway,
north of "E" Street, since Route 32 terminates at the
Bayfront Station.
Service level : Service level will be the same as Route 32 which is
operated on a 30-minute headway.
Fares/Transfers: Fares will be in conformance with MTDB's adopted fare
structure, so the base fare will be $1 and the
senior/handicapped fare will be 50¢. The service will
participate in the regional pass program and also in the
master transfer agreement. Therefore, transfers will be
permitted between CVT and Southwest Coaches.
Service Identity: MTDB staff is considering some changes to the physical
appearance of the Amarillo y Rosa buses, including: a
Metropolitan Transit System (MTS) number identification;
removal of side ad panels; and changing the letter style
which identifies "Amarillo y Rosa. "
The agreement also contains specifications and standards
for type of equipment to be used, maintenance,
cleanliness, and insurance.
Termination Clause: There are two basic termination clauses. Under
termination for convenience, either party may terminate
the agreement upon 180 days written notice. Regarding

"Economic Termination," if Southwest Coaches is unable
to continue performance without incurring signficant
financial losses then it may request MTDB to terminate
the agreement upon giving MTDB at least 120 days written
notice.
FISCAL IMPACT: The MTDB claim against the City of Chula Vista' s FY1987-88
TDA apportionment for Route 32 service will have the following impact:

Subject: FY 88 CONTRACT FOR SAN DIEGO TRANSIT SERVICES
Attached are two copies of the proposed contract for San Diego Transit bus
service for FY 88. The contract is with MTDB, with service to be provided by
San Diego Transit under agreement with MTDB. We will be taking the matter to
our Board on May 28 for approval and understand you will be simultaneously
routing it through your Council . The contract is based on a cost per revenue
mile of $3.8751, based upon a slight increase in federal operating assistance
and a reduced amount of State Transit Assistance. This year's contract also
includes a charge for capital expenses of $0.1311 per revenue mile of service.
