Therefore, it is necessary to remove some parking spaces along "G" Street east and west of Broadway. RECOMMENDATION: That the City Council authorize the staff to remove necessary parking spaces along "G" Street near Broadway. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: "G" Street is an east-west residential collector street. The segments of "G" Street in proximity to Broadway are provided with one through lane for traffic in each direction, separated only by a single yellow centerline stripe. Parking is generally permitted on each side of the street, which is 40 feet wide curb to curb. The north and south legs of Broadway in proximity to "G" Street are provided with two through lanes for traffic in each direction, separated with a two-way left-turn lane, south of "G" Street and double yellow centerline stripe north of "G" Street. There are also left turn pockets on Broadway at this intersection. The Average Daily Traffic (ADT) on "G" Street and on Broadway is approximately 6,390 and 24,360 vehicles per day, respectively. A review of our accident records show that over the three-year period from January 1984 through December 1986, there were a total of 35 reported accidents at the intersection of Broadway and "0" Street. Of these, 20 occurred in the last year (1986). The accident rate at this intersection is higher than the expected accident rate for State of California intersections. Eight of the 20 accidents are related to the lack of a left-turn pocket. It is the staff's opinion that left-turn pockets on "G" Street at Broadway should improve traffic safety at this intersection and should be installed. In order to install this left-turn pocket, 260 feet of parking on each side of "G" Street west of Broadway and 260 feet of parking on the north side of "G" Street east of Broadway must be removed to provide adequate room for the pockets and the required lateral transition from the existing centerline stripe. Page 2, Item 9 Meeting Date 6/2/87 Implementation of this proposal should enhance the overall traffic safety in this area. The loss of on-street parking is not expected to cause any significant impact. The Chula Vista Hotel , residential , and other businesses have adequate off-street parking facilities. The intersection of Broadway and "G" Street was reviewed for the 1987 left-turn phasing warrants. It was warranted because of the high number of correctible accidents (9 correctible accidents between 9/85 - 8/86). Five is needed to satisfy the warrant. However, the produce of the left-turn volume times the through volume was low (25,330). 100,000 is needed to satisfy the warrant. Therefore, it is the staff' s opinion that installing a left-turn pocket could possibly prevent the necessity of installing a left-turn phasing signal by reducing the number of accidents. The staff will monitor the number of accidents and the traffic volume to determine if a left-turn phasing signal is necessary in the future. All affected area residents and property owners have been notified of tonight's meeting. FISCAL IMPACT: Removal of existing pavement markings will cost approximately $1 ,000.
