COUNCIL AGENDA STATEMENT Item 8a , b Meeting Date 6/2/87 ITEM TITLE: a) Resolution /(Q SQ Approving Agreement with Algert Engineering, Inc. to provide surveying services for Assessment District No. 85-1 (Las Flores Drive) b) Resolution Approving Agreement with Leighton and Associates, Inc. for geotechnical grading observation and testing services associated with Assessment District 85-1 (Las Flores Drive) SUBMITTED BY: Director of Public Works/City Engineer REVIEWED BY: City Manager s' (4/5ths Vote: Yes No X ) As a result of Council approval of Assessment District 85-1 (Las Flores Drive) on April 14, 1987, and the award of the contract for construction of the improvements associated with said district by the Council on April 28, 1987, certain items of work require the services of a surveyor and geotechnical engineer which are necessary to be accomplished with the construction of the project. RECOMMENDATION: That the City Council : 1 . Approve agreement with Algert Engineering, Inc. to provide surveying services for construction of the improvements associated with Assessment District No. 85-1 (Las Flores Drive). 2. Approve an agreement with Leighton and Associates, Inc. to provide geotechnical grading observation and testing services associated with Assessment District 85-1 (Las Flores Drive) . 3. Authorize the Director of Public Works to execute the agreements on behalf of the City. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: In the formation of Assessment District 85-1 (Las Flores Drive) , monies were provided through the sale of the bonds for soil engineering services and construction surveying. At the present time, City staff is unable to provide surveying services for construction of this project due to current workload. Algert Engineering who was appointed as engineer of work for this assessment district has presented the City with a proposal to provide construction Page 2, Item 8a, b Meeting Date 6/2/87 staking for the northerly extension of Las Flores Drive for both the grading work associated with the roadway and for the construction of the various improvements. Algert Engineering is providing engineering services for the adjacent owners in regard to the grading of their properties. He prepared the construction plans for this project and is quite familiar with the work to be done. We, therefore, recommend that he be engaged to provide the surveying services required for construction of Las Flores Drive. The proposed agreement with Algert Engineering includes the following: 1 . Surveying services for the excavation and recompaction of the earthwork associated with the construction of Las Flores Drive. This will include the monitoring of the quantities and the staking of the limits of work in consultation with the soils engineer for each area of excavation. 2. The construction staking for the grading, storm drain, water facilities, trenching, and surface improvements per the plans associated with this assessment district. 3. The costs for these services will be paid on an hourly basis in accordance with the attached fee schedule to the agreement and shall not exceed the amount of $28,450 no matter how much staking is involved. Leighton and Associates, Inc. prepared the original soils investigation for -- the grading work associated with Assessment District 85-1 (Las Flores Drive). Staff believes it is appropriate to hire this firm because they are familiar with the project and scope of work. The proposed agreement with Leighton and Associates, Inc. includes the following: 1 . Geotechnical consultation including attendance at the pre-grade meeting. 2. Full-time engineering observation and general grading operations that involve fill placement, providing and placement of monitoring devices, geotechnical analysis of the results of monitoring of settlement of fills, and moisture conditioning. 3. Field density testing as required to provide an opinion relative to the compaction of structural fills. 4. Laboratory testing as needed. (Maximum density tests, sieve analysis, sand equivalent, and R Value tests) 5. Geological observation and mapping of cut slopes, key ways, cutouts, removals, and subdrains. 6. Submittal of daily field reports and memorandum to document grading operations. 7. A final report of grading which include their test results, geologic/ engineering observations, and foundation recommendations. An as-built geotechnical map will be presented in the report. Page 3, Item 8a, b Meeting Date 6/2/87 The cost for performing the above outlined work will be in accordance with the attached fee schedule with their agreement. The cost of providing this work shall not exceed $24,000, provided the assumptions and scope of services dated May 6, 1986, and revised May 28, 1987, are not exceeded. FINANCIAL STATEMENT: The cost of providing the surveying and soil engineering services comes from funds provided by the sale of the bonds and is outlined below. Funds Required for Surveying and Soil Services: a. Professional surveying services $ 28,350.00 b.
