HomeMy WebLinkAboutAgenda Statement 1987/06/04 Item 2 COUNCIL AGENDA STATEMENT Item 2 Meeting Date 6/4/87 ITEM TITLE: Public Hearing: Bay Boulevard Interim Parking for the Nature Interpretive Center Resolution / 57 Authorizing the issuance of Coastal Development Permit No. 020 for the Nature Interpretive Center parking on Bay Boulevard SUBMITTED BY: Community Development Directo REVIEWED BY: City Manage 4/5ths Vote: Yes No X ) On May 21 , 1987 the Redevelopment Agency directed staff to proceed with application processing to use the existing Bay Boulevard pavement north of E Street for Nature Interpretive Center parking until the SDG&E right-of-way site is reviewed. An Initial Study of potential environmental impacts has been completed and Negative Declaration IS-87-61 issued. RECOMMENDATION: That the City Council conduct a public hearing and consider the attached resolution and findings therein (1 ) finding that the proposed temporary use of the existing Bay Boulevard pavement north of E Street for Nature Interpretive Center parking is consistent with the policies of the certified Chula Vista Local Coastal Program, and (2) issuing a Coastal Development Permit for said proposal . BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: As an interim solution to the parking needs for the Nature Interpretive Center, it is proposed to utilize about 500 linear feet of the existing pavement on Bay Boulevard north of "E" Street which is currently closed to vehicle traffic for a temporary parking lot. Improvements will include relocating the existing wooden barrier about 500' to the north, extension of wood bollards along the eastern edge of the site, tree trimming, pavement striping, and placement of an information sign. The existing pavement is approximately 28' wide and will accommodate a single line of 90° parking stalls with an 18' wide access lane. No new pavement will be placed. A sign identifying the parking site will be located at the "E" Street entry and will include the shuttle bus schedule for visitor transport to the Nature Center. The west side of the parking entryway will serve as the shuttle pick-up and drop-off point. Page 2, Item 2 Meeting Date 6/4/87 Based on the following findings, the proposed parking improvements have been found to be consistent with the policies of the certified Chula Vista Local Coastal Program: 1 . The project site is currently developed with pavement and does not support any wildlife or natural resource therefore no impact on natural resources will occur. 2. The subject property does not provide recreational facilities or access to recreational facilities, therefore, the proposal will not conflict or impact recreational or visitor-serving facilities. 3. The project is a temporary use of a paved, former street right-of-way with immediate access to "E" Street and Bay Boulevard. The site will provide the required 50 parking spaces for an existing use (Nature Center) on a short-term basis until permanent parking is developed. The proposed project will provide a pick-up and drop-off location for shuttle transport to the Chula Vista Nature Center which will eliminate private vehicle trips to the Center.
