On April 14, 1987, the City Council by Resolution No. 12979 approved an
extension of contract time for the four projects contained in the EastLake
Assessment District 85-2. The four contracts were extended to May 15, 1987,
due to a delay in the delivery of a telemetry cable to be installed by each
contractor.
The telemetry cable finally arrived the last week of April as was promised by
the supplier, Aero K.A.P. , Inc. of Los Angeles. Unfortunately, the cable was
not color coded as specified and required by the Otay Water District (see
Olson Construction Co. letter dated April 29, 1987). Per the cable
manufacturer (American Insulated Wire Corp. ) , the replacement can not be
delivered until the second week of June 1987.
The Otay Water District, per letter dated May 8, 1987 (copy attached),
however, recommends a contract time extension for the projects to July 31 ,
1987. They reason, that by extending the contract times an additional month
than required for the telemetry cable to arrive and be installed, the
contractors will be able to correct any problems which may show up and will
have to be corrected.
RECOMMENDATION: That Council adopt a resolution approving extension of
contract time to July 31 , 1987 for the EastLake District 85-2 contracts.

EastLake Assessment District 85-2 consists of four contract projects. The
projects are:
1 - Phase 1 , 5MG Steel Reservoir, Trusco Tank Co. , Contractor
2 - Phase 2, 980 Zone Pump Station, Olson Construction Co. , Contractor
3 - Phase 3A, Construction of Otay Lakes Road, sewer, and waterlines and all
appurtenances, Olson Construction Co. , Contractor
4 - Phase 3B, 20 in. off-site water pipeline, Thibodo Construction, Co. ,
Contractor

The four projects are closely interrelated as they each contain portions of
the water improvement infrastructure needed to serve the EastLake Planned
Development. All the work is virtually complete. However, the improvements
cannot be accepted until all the water facilities are operational and tested
by the Otay Water District.
The telemetry cable is used to connect the 5MG Reservoir (Phase I contract) to
the pump station (Phase 2 contract) and is installed adjacent to the 20 inch
diameter off-site water pipeline (Phase 3A and 3B contracts). The cable is
used to transmit reservoir water level information to the pump station. The
pumps relay this information to turn-on and off automatically.
The telemetry cable was delivered in error to the contractors and the
replacement cannot be delivered until mid-June 1987. In addition, several
problems have occurred with the pump station during testing operations which
require eight weeks to correct.
Therefore, the Otay Water District has requested that the extension be
approved for all contracts as they prefer to accept all the improvements at
the same time. They recommend the contracts be extended to July 31 , 1987, to
allow sufficient time for all problems to be resolved by the contractors. We
expect, however, that the corrections will not require all of the requested
time and that the improvements will be ready for acceptance prior to that
date. The EastLake Development Company has been contacted and informed of the
proposed action.
FISCAL IMPACT: EastLake Assessment District 85-2 will pay the added cost
for staff time necessary to conduct the required inspection and administration
of the contract work. There will be no direct cost to the City for granting
the extension of contract time to July 31 , 1987.
