ITEM TITLE: Resolution /65767..3 ,7 Approving the tempor ry closure of the
public alley west of Landis Av nue from Davidson to "F" Streets

In order to facilitate construction and to protect the pedestrian and
vehicular traffic in the public alley next to the proposed City Plaza site,
Pointe Buildings (contractor for the project) has requested that the City
allow the closure of a portion of the alley. (See Exhibit "A". ) The closure
is proposed to be approximately six months in duration.
RECOMMENDATION: That Council approve the subject resolution closing a
portion of the alley adjacent to the City Plaza site.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
Pointe Builders, contractors for ADMA Company, recently demolished the garage
at the northwest corner of "F" Street and Landis Avenue. It is proposed to
build a commercial complex on the site.
According to the Unified Building Code, pedestrian and vehicular traffic may
not be allowed any closer to a building under construction than half the
height of that building, unless a protective cover is provided. This limit is
easily met along the Landis Avenue frontage by placing a chain link fence in
the parking lane and detouring foot traffic to the east side of Landis at "F"
and Davidson Streets. A protective cover is being provided along the "F"
Street frontage. However, to provide protection along the alley frontage, a
structure 15 feet wide and with sufficient height to accommodate trash trucks
would have to be built.
In lieu of covering the alley, Pointe Builders has requested that the City
allow them to close the southerly 70 feet of the alley. The closure would
have to be in effect until completion of the building which has been estimated
to be approximately six months.
This alley is relatively light in traffic, as there are mostly residential
properties fronting it. The only commercial building is the office building
at Garrett Avenue and "F" Street. However, a major use of the alley is for
trash pickup. Staff has contacted Chula Vista Sanitary Service and was

informed that if access is maintained to all trash containers, that there
would be no problem with closing one end of the alley. The owner of the
office building previously mentioned was also contacted and does not object to
the temporary closure.
The owners of all the properties fronting on the alley have been notified of
this agenda item prior to the meeting to be given a chance to respond.
If Council approves the closure, all emergency firms and agencies will be
notified. The contractor will be required to post appropriate signs and
warning devices.
