The Redevelopment Agency of the City of Chula Vista, lessee of the Nature
Interpretive Center property on Gunpowder Point, would like to install a
30-foot flagpole designed with a crosspiece to facilitate flying three flags,
a 12-foot by 3-foot concrete access path, and a 7-foot diameter pad on the

RECOMMENDATION: That the City Council conduct a public hearing and consider
the attached resolution, and findings therein, which finds that the proposed
Nature Interpretive Center flagpole project is consistent with and adequate to
carry out the policies of the certified Chula Vista Bayfront Local Coastal
Program and issue a Coastal Development Permit for said project.

The use of the site for a Nature Interpretive Center is consistent with both
the General Plan (the Bayfront Land Use Plan) and the Zoning Ordinance (the

In preparing the environmental review document, the potential for the flagpole
crosspiece to increase the number of predator perches with a vantage of marsh
species was explored. The potential impact was considered
less-than-significant, as the flagpole is too distant from Vener Pond and
Sweetwater Marsh to provide a useful perch for predation in the marsh areas.

1 . The installation of a flagpole on the Nature Interpretive Center site
is consistent with the planned public usage of the site identified in
the certified LCP.
2. The proposed flagpole height (30 feet) falls within the allowable
height permitted on the Nature Interpretive Center site by the
Bayfront Specific Plan.
3. Grading for the flagpole project is not permitted between November 1
to April 1 to adhere to the LCP grading requirement which was
intended to minimize the potential for siltation in wetlands.
4. The Statewide and Regional Interpretive Guidelines have been reviewed
and the proposed flagpole project has been found to be in conformance
with Public Access and Public Recreational policies of Chapter 3 of
the Public Resources Code.
FISCAL IMPACT: The cost to the Redevelopment Agency to implement the
flagpole project is estimated at $3,600.
