Since that time, CalTrans has revised the project cost estimate and has prepared the attached cooperative agreement specifying the terms and conditions under which the project is to be engineered, constructed, financed and maintained. RECOMMENDATION: That Council approve the resolution executing Cooperative Agreement No. 11-0363 and appropriating additional funding of $17,000 from the traffic signal fund for Bonita Road/I-805 signal modifications. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: In July 1985, CalTrans advised the City that the estimated cost of improving the southbound I-805 freeway ramps at Bonita Road had increased to about $70,000 and had thus exceeded the limits of a CalTrans "minor contract" ($25,000). CalTrans then proposed that the improvements be constructed as a part of their minor "A" program in the 85/86 fiscal year, with CalTrans and the City sharing the cost 50%-50%. The proposed improvements at this interchange are necessary to help handle the heavy westbound to southbound traffic volumes. Since a significant amount of this traffic is generated by the Plaza Bonita Shopping Center, the City of National City was requested to financially participate in the project and share the local match 50%-50% with the City of Chula Vista. On November 21 , 1985, representatives of Chula Vista and National City met with CalTrans to discuss the project. We were advised that the total estimated cost to modify the west side of the interchange was now $88,000 including staff time. It was tentative agreed that the State would pay half the cost, and the remaining $44,000 would be split evenly between the City of National City and the City of Chula Vista. CalTrans agreed to prepare a project report and a cooperative agreement. Page 2, Item ' 8 Meeting Date 5/12/87 On February 4, 1986, the City Council approved a resolution appropriating $25,000 from the Traffic Signal Fund for the City's share of this project. At that time, CalTrans advised that construction could be done during the early part of FY 86-87. On July 1 , 1986, the National City City Council took similar action and approved $22,000 to cover their share. On February 9, 1987, the attached cooperative agreement which specified the terms and conditions under which the project is to be engineered, constructed, financed, and maintained was sent to the City for execution. This agreement contains new cost estimates for the project which are significantly higher than previously estimated. According to these estimates, the City's share will be approximately $41 ,800, which will require an additional appropriation of $17,000. We received a letter in March 1987, explaining the cost increase. They indicate that these are primarily due to originally underestimating the cost of the items, particularly roadwork, and there is more roadwork to do than was originally anticipated. The latest schedule for this project is for CalTrans to complete the design in May 1987 and advertise in November after approvals from Sacramento. Bid opening would be in December with construction beginning in January 1988. Project completion would be anticipated by the end of February 1988. This further delay is disturbing to staff as being unacceptable to the community and we will be exploring ways to speed up the project construction date and encourage CalTrans to expedite their processes between the local office and Sacramento. National City has not yet approved this agreement. The staff is recommending that only $8,000 in additional funding to a total cost for them of $30,000 be approved. Furthermore, they have not identified a funding source. To expedite matters, Council may wish to appropriate an additional $17,000 to cover National City' s share. However, it is not recommended that the agreement be modified at this time. It is suggested that the Mayor approach the Council of National City requesting total support of $17,000 additional from National City. If need be, we could loan the money for a year or two. FISCAL IMPACT: Chula Vista' s share of the cost to install the improvements is estimated to be $42,000. In the Project Report dated August 18, 1986, the construction items estimate was $60,000. With PE and CE the estimated amount was $89,400. One of the purposes of the design procedure is to determine more closely the actual work to be performed and its final costs. We have found during the design stage: 1. That we had underestimated the cost of the items, particularly roadwork. 2. That there is more roadwork to do than we originally thought, to revise the geometrics to the most efficient configuration. Our estimated construction estimate is now at $120,000 and adding PE/CE it is $160,000. Note that landscaping of the vacated areas is not provided for in the current estimate. Box 1087 Chula Vista, CA 92012 Dear John: Thank you, and Charles Glass, for your input during our meeting on November 21, 1985, with the City of National City concerning the proposed Bonita Road Signal/Lane revisions at I-805. The following is a listing of projects that have been done at this interchange within the last few years: 1. October, 1982 Caltrans $27,100 for a project to interconnect the signals on the westside of the interchange to those on the east, i .e. at the on and off ramps. 2. November, 1983 Caltrans spent $32,000 to upgrade the northbound ramp intersection and signals. 3. November, 1984 Caltrans spent $15,500 to put in a concrete sidewalk and slope paving on the north side of Bonita Road within the interchange. 4. November, 1985 the County of San Diego spent $10,000 to interconnect the freeway signals to those at Plaza Bonita Road. A summary of the funds expended equals $84,600, not including any staff time. If staff time was included, it would push the amount over the $100,000 mark. This interchange gets congested, especially during the peak traffic hours. Traffic waiting to go southbound onto Route 805 from westbound Bonita Road does not have enough storage space in the left-turn lane and has to wait in the number one lane. This line of vehicles will end somewhere east of the northbound ramps, and will cause the eastern intersection to function inefficiently. Long delays occur, and the entire interchange' s traffic is effected. J. Lippitt -2- December 4, 1985 One solution to this problem is to create another left-turn lane for westbound Bonita Road motorists that want to go southbound onto Route 805. There would need to be some modifying of the signals and islands on the westside of this interchange to accomplish this. The total estimated cost to modify the westside of the interchange is $88,000 including staff time. The State will pay one half of this amount. It is felt that the remaining $44,000 should be split evenly between the City of National City and the City of Chula Vista. Chula Vista would only be paying about one ninth of the total amount spent at this interchange, to improve conditions to a significant degree, and make Bonita Road a more efficient transportation corridor for the residents of Chula Vista. If these terms are agreeable, a project report and a cooperative agreement will be completed and construction will be started as soon as possible thereafter. Glass : As we discussed in our meeting of July 9 , 1985 , the cost of the proposed revised lane geometrics , realignments and traffic signal improvements at southbound Route 805 and Bonita Road has exceeded the limits of a Caltrans "Minor Contract" ( $25 , 000) . We are now proposing that we construct the improvements as part of our Minor "A" program in the 85/86 fiscal year . Our construction estimate is $50 , 000 . In addition , there will be some charges for the project report , cooperative agreement , design and construction engine- ering . We are estimating that the total charges will be about $70 , 000 . The charges will be split 50% -50% , to the State and City . We feel that we can complete the P . S . &E . and all agreements in about six months and go to contract about five months after that . Please let us have your comments on this initial proposal .
