The permanent water service to the Nature Interpretive Center will be
constructed with the south levee road improvement. Until that project is
implemented, temporary domestic water and fire service needs to be extended t
the Nature Center. A plan for a temporary highline (above ground) facility
has been prepared by Rick Engineering and is being presented for Agency and
City Council consideration. This plan is presented to the Agency for approval
prior to soliciting construction bids. Also, Council will be reviewing the
plan for issuance of a Coastal Development Permit.
The highline plan has been reviewed by the City Engineer and the project is
exempt from CEQA Environmental Review under Section 15302 Class 2(c).
RECOMMENDATION:
That the City Council :
1. Conduct a public hearing to consider Coastal Development permit
application No. 010 for the Nature Interpretive Center 2" and 8"
highline water service; and
2. Adopt the attached resolution issuing Coastal Development Permit
No. 010 for said water service.

DISCUSSION:
The proposed project entails the construction of approximately 3,000 linear
feet of above ground 2" and 8" steel water pipe line. This utility is
temporary to provide domestic water and fire service to the Bayfront Nature
Interpretive Center located on Gunpowder Point until the permanent utilities
are installed with the south levee road improvement project.
