In order to comply with new State regulations that became effective on
February 26, 1987, it is necessary for the City of Chula Vista to establish a
three year dog license. Along with the implementation of a three year
license, a slight increase in and one and two year license fees is recommended.
RECOMMENDATION: That the City Council :
1 . Amend Section 6.20.020 of the Municipal Code relating to dog licenses.
?. Approve a Resolution amending the master fee schedule relating to dog
licenses.,
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The City of Chula Vista was notified by the State Department of Health
Services of revisions to the California Administrative Code relating to Canine
Rabies Regulations. The primary changes were:
1. The re-vaccination interval for young dogs, (defined as 4 to 12 months
old) , is reduced from 24 months to 12 months. Thus, if a dog receives its
primary rabies immunization before it is a year old, the vaccination is
only good for one year.
2. The re-vaccination interval for dogs over 12 months old is extended from
24-30 months to 36 months. Thus, the rabies vaccine for dogs over one
year of age is now good for three years from the date of vaccination.
3. The vaccination certificate must show the following:
a. Name, address, telephone number of the dog' s owner.
b. Description of the dog, including breed, color, sex, and AGE of the
dog.
c. Date of immunization.
d. The type of rabies vaccine administered.
e. The name of the manufacturer of the vaccine.
f. The lot number of the vaccine used.
g. The signature of the veterinarian administering the vaccine and
in addition, the certificate must be stamped, printed, or typed with
the veterinarian' s name, address, and telephone number for legibility.

The City of Chula Vista will have to revise its present dog license form to
reflect the changes and/or additions listed above. Included with the
revisions, is the addition of a new three year dog license as well as a
proposed small increase in the present one and two year fees. Exhibit A
(attached) shows the results of a survey conducted on March 24, 1987, relating
to fees established by other agencies in the County.
The purpose of the proposed amendments are to equalize rates and add a rate
for a three year license. The lower annualized rate for a three year license
will hopefully encourage owners to obtain a three year license.
The amendments to the sections of Chapter 6.20 of the City of Chula Vista
Municipal Code relating to dog licenses are as follows:
1 . Section 6.20.020 Required When-Period of Validity
Change the following sentences from:
"Dog licenses may be procured for either one or two years. "
To read as follows:
"dog licenses may be procured for either one, two or three years. "
2. Section 6.20.040 Dog Licenses
The dog license fees authorized by Section 6.20.040 of the Municipal Code
shall change the following sentences from:
A. For a one year license expiring on the month of issue $ 9.00
B. For a two year license expiring on the month of issue $16.50
Any dog license issued pursuant to this section shall be issued for
one-half the fees required hereinabove for any dog if the certificate of
affidavit is presented from a licensed veterinarian that said dog has been
spayed or neutered.
Section 6.20.040 to read as follows:
A. For a one year license expiring on the month of issue $10.00
B. For a two year license expiring on the month of issue $18.00
C. For a three year license expiring on the month of issue $26.00
Any dog license issued pursuant to this section shall be issued for
one-half the fees required hereinabove for any dog if the certificate of
affidavit is presented from a licensed veterinarian that said dog has been
spayed or neutered.
ISCAL IMPACT: It is estimated the City will receive $42,000 in animal
license revenue in 1986-87. If Council approves the recommended increase in
fees and implementation of the three year dog license, it is estimated to
increase revenue by $7,000 annually.
