City Council at its meeting on March 10, 1987, set a public hearing for April
14, 1987, for consideration of the formation of Assessment District No. 85-1
(Las Flores Drive) . The purpose of tonight' s meeting is to hold the public
hearing and take the necessary procedural steps to form the assessment
district.
RECOMMENDATION: That the Council conduct the public hearing and approve the
resolutions proposed in the title hereto.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The purpose of tonight' s meeting is to hold the public hearing on protests and
objections to the resolution of intention, engineer' s "report," and all other
matters relating to Assessment District No. 85-1 (Las Flores Drive) . As of
5:00 p.m. Wednesday, April 8, 1987, no written protests have been filed with
the City Clerk. The property owners involved in this district have been
notified of this public hearing. The necessary notices were posted and
published.

Each property owner when notified of the public hearing was invited to a
meeting with staff on March 26, 1987. Included with the notice to each
property owner was their preliminary assessment, a copy of the engineer' s
"report" and a copy of the assessment diagram. Attached is a copy of the
letter sent. Eight of the 17 owners in the area attended this meeting.
John Dainwood, the assessment engineer was present and went through the
engineer's report and explained the method of assessment. We answered any
questions the property owners had concerning this report.
Staff felt at the conclusion of this meeting that the various owners in
attendance were very much in favor of formation of the district.
In order to facilitate this public hearing, several consultants will be
present to answer any questions that the Council or property owners may wish
to ask in regard to formation of this assessment district. Those in
attendance will include:
1 . John Dainwood with Bement, Dainwood & Sturgeon. He will explain the
nature and extent of the proposed works, present a summary of the
engineer' s report pursuant to the provisions of the Municipal Improvement
Act of 1913, explain the method and formula of assessment spread, and make
recommendations as to any modifications necessary in the assessments or
proceedings.
2. Mac Brown with Brown and Diven Law Offices. He will be present at
tonight' s meeting to answer any questions concerning the legal procedures
followed.
3. The Engineer of Work, Jim Algert. He will be present to answer any
questions concerning the design of the various street improvements.
Attached is a copy of the engineer' s report and associated assessment diagram
proposed to be approved at tonight' s meeting. Also attached for the Council ' s
information is a General Order of Procedure for this Assessment District No.
85-1 .
If the Council decides after holding the public hearing to form Assessment
District No. 85-1 (Las Flores Drive) two additional actions will be required
at tonight's meeting. They include:
1. Acceptance of various easements for street purposes.
2. Approval of several subdivision maps.
At a subsequent meeting, the Council will be asked to approve the following
resolutions:
1 . Resolution authorizing issuance of bonds. This resolution will provide
for the issuance of bonds to finance the improvements.

2. Resolution accepting underwriter's agreement. This resolution will be the
formal action accepting the purchase agreement for the sale of bonds.
3. Resolution appropriating monies (approximately $160,000) for the reserve
fund for Assessment District 85-1 (Las Flores Drive).
4. Resolution accepting bids and awarding contract for the construction of
certain public works of improvements associated with Assessment District
No. 85-1 (Las Flores Drive) .
