Prior to that vote, a number of actions and policy decisions must be made by the City and other agencies. Decisions and/or direction on the items discussed below need to be made in a timely fashion so that LAFCO staff can complete their report to the Cities Advisory Committee in early June. RECOMMENDATION: It is recommended that: 1 . The City request the County Board of Supervisors to be the conducting t, authority for holding the required hearing on the reorganization. Up, Gtr r'u��1 Fi wI (6Sr 2. That the Sweetwater Regional Park remain under the jurisdiction and control of the County of San Diego. 3. That reorganization election costs be equally split between the City and the County of San Diego. 4. That the presently constituted Sweetwater Community Planning Group continue to function as the Bonita Planning Committee for the City, if the reorganization vote is favorable. BOARDS AND COMMISSIONS RECOMMENDATION: N.A. DISCUSSION Conducting Authority - State statute requires that a public hearing must be set within 35 days after LAFCO has held their required hearing. The County Board of Supervisors or the Chula Vista City Council may conduct the hearing. Following the procedure utilized in the Montgomery reorganization, it is staff's recommendation that the County Board of Supervisors be designated as the conducting authority for this hearing. Page 2 , Item 25 Meeting Date 4-14-87 Sweetwater Regional Park - Supervisor Bilbray and the County Parks and Recreation Department are strongly opposed to transferring title and responsibility for the Sweetwater Regional Park to the City. Inasmuch as it is a regional facility, continued control over the facility by the County as a regional resource may be appropriate. Election Costs - Since the SANDAG proposal for an increase in the sales tax will be on the November ballot, the cost of placing the reorganization issue on the same ballot will only be approximately $4,400. It is suggested that the City and County split this cost equally. Establishment of a Bonita Planning Committee - The Sweetwater Community Planning Group, an elected body consisting of 15 members, currently constitute an in-place planning committee that could effectively continue to serve as the Planning Committee if the community votes to join the City. The knowledge present members of the Sweetwater Community Planning Group has gained would be very beneficial to the City. FISCAL IMPACT The only immediate fiscal impact would involve the expenditure of approximatley $2,200 for the City's share of the election cost. all 3gol f/c
