HomeMy WebLinkAboutAgenda Statement 1987/04/14 Item 19 COUNCIL AGENDA STATEMENT Item 19 Meeting Date 4/14/87 ITEM TITLE: Resolution AZ77 Approving extension of contract time for the EastLake Assessment District -2 projects SUBMITTED BY: Director of Public Works/City Engineer REVIEWED BY: City Manage (4/5ths Vote: Yes No X ) On February 24, 1987, the City Council by Resolution No. 12913 approved an extension of contract time for the four projects contained in the EastLake Assessment District 85-2. The four contracts were extended to April 15, 1987, due to a delay in the delivery of a telemetry cable to be installed by each contractor. Olson Construction Co. , the contractor for two of the four contracts, has requested another extension of time for their projects (see attached letter dated March 16, 1987). The basis for their request is that electrical power is not currently available from SDG&E. SDG&E has informed the contractor that the electrical power supply won't be available for another two weeks. Thus, Olson Construction has requested a time extension to May 15, 1987, to allow them to complete their work once the electrical power supply is available. RECOMMENDATION: That Council adopt a resolution approving extension of contract time to May 15, 1987 for the EastLake District 85-2 contracts. BOARDS/COMMISSIONS RECOMMENDATION: DISCUSSION: EastLake Assessment District 85-2 consists of four contract projects. The projects are: 1 - Phase 1 , 5MG Steel Reservoir, Trusco Tank Co. , Contractor 2 - Phase 2, 980 Zone Pump Station, Olson Construction Co. , Contractor 3 - Phase 3A, Construction of Otay Lakes Road, sewer, and waterlines and all appurtenances, Olson Construction Co. , Contractor 4 - Phase 3B, 20 in. off-site water pipeline, Thibodo Construction, Co. , Contractor The four projects are closely interrelated as they each contain portions of the water improvement infrastructure needed to serve the EastLake Planned Development. All the work is virtually complete. However, the improvements cannot be accepted until all the water facilities are operational and tested by the Otay Water District. The unavailability of electrical power required Page 2, Item 19 Meeting Date 4/14/8/ to operate the pump station affects all the contracts. Without electrical power, the pump station improvements cannot be checked for proper operation. The pump station (Phase 2 contract) is needed to fill the 5MG Reservoir (Phase I contract) via the 20 in. off-site water pipeline (Phase 3A & 3B contracts). The Otay Water District has requested that the extension be approved for all contracts as they prefer to accept all the improvements at the same time. The EastLake Development Company has been contacted and informed of the proposed action. They concur with the time extension as they are also affected by the unavailability of electrical power (see attached letter dated April 8, 1987). FISCAL IMPACT: EastLake Assessment District 85-2 will pay the added cost for staff time necessary to conduct the required inspection and administration of the contract work. There will be no direct cost to the City for granting the extension of contract time to May 15, 1987. Subject : Contract Completion Time Dear Roberto: We come to you once again to request a time extension on the contract completion date on both the above projects . By the completion date we have (April 15) , we should be complete on the Pump Station contract except for start-up of anything that is electrical and the installation of the roll-up door. The district demanded the Atlas roll-up door in lieu of the Pacific rolling door as submitted. However, both of these doors were specified. The electrical power supply, of course, we ,have no. control over. If we had power this week, which is out of the question, it would be tight in getting all the electrical checked out under the existing completion date. - The Piping III A contract should be physically complete, however, we are not sure we will have power to check the operation of the electrical items. I have talked to Eastlake Development and Otay Water District and they share our concerns . We respectfully request the contract time be extended to May 15, 1987 (one additional month) on both projects . We sincerely -hope all the additional time will not be used. However, anything less may necessitate another Council action for more time. We appreciate your continued co-operation and assistance. The sequence of events necessary to permit delivery of electrical power to the Pump Station was quite complicated. The timing of these many events as they dovetailed with each other was critical. The contractors who performed most of the work were either under EastLake Development Company's supervision �` ` or working for the City of Chula Vista under the ` "'ff,�,I Assessment District contract. The majority of the work took place as planned, but the most critical element (electrical wiring) was, or course, to be installed by �/� San Diego Gas and Electric crews. As you most likely are EASTLAKE aware, the scheduling of SDG&E crews to commence work DEVELOPMENT as well as the day-to-day progress of the work are events COMPANY over which we have little control. When the work was ready for the wiring crews to commence, this data was simply put "in line" with whatever other jobs were available within SDG&E's sphere of influence. This meant that the wiring crews were dispatched to this project when all other prior commitments had been met. Waiting for crew - availability incurred approximately 11 weeks of delay. Additionally, crew progress is critical to delivery of power as well. As with most construction, problems are bound to arise, and this is the case with SDG&E as well. Wiring crews have encountered a few problems of their own which will also add some time. Exactly how much time , however, is unknown because the planned construction time is unknown. In order to be fully aware of the latest projections for power delivery to the Pump Station as well as other projects within the EastLake -business Center, 1 keep in close contact with representatives of SDG&E. As of today, SDG&E expects to have power to the Pump Station late in the week of April 13, 1987. Feel free to contact me with any questions or comments you may have.
