SCOOT was established in August 1979 as a joint powers agency between the City
of Chula Vista and the County of San Diego. SCOOT provides transit service to
both members and makes Transportation Development Act (TDA) claims against
each members apportionment based on transit service provided. This agreement
specifies transit service provided by SCOOT in the City of Chula Vista.
RECOMMENDATION: That Council approve this agreement for provision of
transit service by SCOOT in the City of Chula Vista for FY 1987-88.

DISCUSSION:
On April 1 , 1987, SCOOT submitted a claim to SANDAG and MTDB in the amount of
$944,755 claimed against the City of Chula Vista' s total FY 1987-88 TDA,
Article 4.0 apportionment of $1 ,936,771 . This claim amount included $925,655
for operations, and $19,100 for proposed capital expenditures, leaving a
balance of $992,016. A portion of this balance will pay for San Diego Transit
(SDT) Route 32 service in the City of Chula Vista and the unclaimed
apportionment will remain in an unallocated Chula Vista account and may be
used for future capital or operations expenditures.
The amount of transit service operated in the City of Chula Vista during
FY 1987-88 is estimated at 595,764 revenue miles about 7% higher than the
current fiscal year. This increase in service miles is due primarily to the
following proposed service expansions: a new route serving the Chula Vista
Bayfront; and a route beginning mid-year serving the EastLake area.
The projected City net cost (gross cost minus fare box revenue) for FY 1987-88
is $943,680, a 23% increase from this year' s estimated net cost of $763,110,
due to proposed service expansions next fiscal year. Total passengers
estimated for next fiscal year are 888,000, a 2.6% increase over this year' s
estimate of 868,000 passengers transported within the City of Chula Vista.

SCOOT must submit a copy of this agreement to SANDAG by July 1 , 1987, in order
to release Chula Vista TDA funds for SCOOT operations in FY 1987-88.

SCOOT operations in FY 1987-88.
