HomeMy WebLinkAboutAgenda Statement 1987/04/07 Item 14 COUNCIL AGENDA STATEMENT Item 14 Meeting Date 4/7/87 ITEM TITLE: Resolution,7G3 Appropriating funds for asbestos removal and upgrading the HVAC system at the Legislative Office Building, 430 Davidson Street from the unappropriated balance of the General Fund and awarding contract for asbestos removal and HVAC renovation SUBMITTED BY: Director of Public Works/City Engineer REVIEWED BY: City Manager (4/5ths Vote: Yes X No ) Bids were received in March for the removal , air monitoring, hauling and proper disposal of approximately 2,000 sq. ft. of asbestos containing materials in the duct wrapping in the attic crawl space over the Legislative Office Building, and for the renovation of the HVAC systems. RECOMMENDATION: Adopt resolution appropriating funds for both projects, award asbestos removal contract to "Asbestos Removal Specialists" and HVAC contract to R. B. Smith. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: The building at 430 Davidson Street was originally a County facility and was turned over to the City of Chula Vista five years ago. Remodeling for the legislators occurred at that time but the original heating ventilation and air conditioning systems were not upgraded. With the creation of Multi Zones and increasing office spaces, the air distribution and improper air balance remains a continuing problem, as both Assemblyman Peace and Congressman Bates share a common system with one thermostat. Additionally, the system which serves County Supervisor Bilbray and the Shared Housing Program does not contain a proper return air supply and therefore is also not an efficient system. Upon inspection of all systems and the existing ductwork for the proposed renovation of the HVAC, it was determined that asbestos containing materials were used to wrap the supply ducts in areas throughout the building. The continued use of this material is now against State and Federal regulations and all existing asbestos must be removed. At this point the Building Maintenance Superintendent contacted qualified contractors to confirm the materials, bid the removal , monitor the air, and perform proper disposal of all materials in strict compliance with California Assembly Bill 2040, which mandates the regulations, along with CAL-OSHA and EPA guidelines and standards. Asbestos Removal Specialists 18,490 All work will be conducted during hours when the building is not occupied. The asbestos removal project requires closure of the building for a period of time. We have discussed the closure with the tenants and they understand the need. The Contractor' s bid includes working on Saturday and Sunday so that the closure will be minimal . This will be closely coordinated with the building' s occupants needs. The Contractor will submit daily certified air monitoring reports, and a "safe to enter" certification form will be granted from an independent certified industrial hygienist before the offices can be reused. Work materials will be transported with a manifest to an EPA approved landfill by a registered hazardous waste hauler. Copies of all certified reports and manifests shall remain the property of the City of Chula Vista. In addition to the asbestos removal project, funds are needed for the original project "Upgrading of the HVAC System". Bids have been received for the necessary repairs and additions to the equipment and systems in general . HVAC Bidder Proposed Cost 1 . West Coast Air $18,240 2. A.O. Reed 8,750 3. R.B. Comfort Zone 7,200 The above four proposals were based upon a consultant' s report from Dunn-Lee- Smith-Klein and Associates, who were retained by the City to evaluate the three separate systems in this facility. All proposals received had varied solutions and approaches to the correction of the heating and cooling systems and therefore have been extensively analyzed. The proposal from R. B. Smith addresses all the areas and proposes remedies and solutions to the distribution and air/balance of the systems more effectively than the low bid. The high bidder, West Coast Air, proposed to install many small individual units which creates new zones, but increases energy consumption and future maintenance. FISCAL IMPACT: $18,490 is required for the asbestos removal contract with an additional $9,850 for HVAC for a total of $28,240. At the present time, other City buildings are being reviewed as to the amounts and conditions of any asbestos-containing materials present.
