On March 19, 1987, at a joint Redevelopment Agency/City Council meeting,
members voted to deny the proposed tentative subdivision map for Chula Vista
Bayfront, Chula Vista Tract 87-4 and deny Coastal D

Application 009 for said tentative subdivision map,
bring back a Resolution of Findings for denial . The resolution is attached
for consideration.
RECOMMENDATION: That Agency/Council adopt the attached resolutions and
findings therein substantiating the March 19, 1987, action to deny Tentative
Subdivision Map, Chula Vista Tract 87-4 and Coastal Development Permit
Application No. 009.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
Based on the fact that many of the recommended conditions of approval for
Tentative Subdivision Map Chula Vista Tract 87-4 were c ndithion date subsequent lio

implemented and did not desire to approve a map with such incomplete
information at this time. The City Council of the City of Chula Vista finds
the tentative subdivision map is inconsistent with the General Plan and
Certified Local Coastal Plan as follows:
1 . The circulation system shown in the proposed tentative subdivision map
does not adequately address access to the Midbayfront coastal area and
does not provide adequate information regarding the implementation of
public improvements to ensure safe and effective vehicular, pedestrian,
and bicycle circulation within the subdivision.
2. The proposed tentative subdivision map does not include an adequate imrovements
phasing plan the

parklands implementation nd wetland r sourcesc and p therefore
including

cannot be found to be consistent with the policies and objectives of the
Conservation and Parks and Recreation/Open Space Elements of the General
Plan.
3. The tentative subdivision map does not identify the entire land area to be
subdivided. The parcels and/or portion of parcels not included within the
boundary of the proposed tentative map have not been reviewed relative to
the Subdivision Map Act, or policies and objectives of the General Plan
and Certified Coastal Development Plan.
