(4/5ths Vote: Yes No X ) On January 6, 1987, the City Council approved an agreement with ONA, a landscape architectural firm, to develop a concept plan for El Rancho del Rey #6 Park, located at East "J" Street and Beechglen Drive. Upon Council approval of the concept plan, construction drawings and bid specifications will be prepared. A separate agreement with ONA for preparation of these items must be approved. RECOMMENDATION: That the City Council adopt the resolutions approving the concept plan and agreement with ONA for preparation of construction documents for El Rancho del Rey #6 Park. BOARDS/COMMISSIONS RECOMMENDATION: The Parks and Recreation Commission approved the concept plan at its March 19 meeting. DISCUSSION: Staff from the Parks and Recreation Department and the Landscape Architect, Jack Nakawatase, met with the residents surrounding the park at three community meetings to gather input concerning the design of the park. The concept plan attached to the report is the plan approved by the residents. In addition to basic park features of turf, landscaping and irrigation systems, the residents have asked for the following park improvements: two play areas with play equipment, walkways, multi-purpose court, exercise stations, security lighting, trash receptacles, bike racks, drinking fountains, picnic tables and benches. They have asked that the existing unimproved drainage channel be left open, with improvements made and rocks added along the sides to simulate a dry creek bed. Two wooden bridges are proposed to cross the shallow channel . Residents have also asked that a locked gate be placed at the entrance to the San Diego Gas and Electric (SDG&E) utility road off East "J" Street to discourage unauthorized vehicular access. Page 2, Item 5 Meeting Date 3/24/87 The plan has also been discussed with representatives from San Diego Gas & Electric, since the utility company has a 250 foot wide easement traversing the length of the park and a transmission tower located on a hilltop in the park. SDG&E has strict requirements for development in its easements. No trees or lighting fixtures can be higher than 15 feet. No improvements can be made to the existing gravel utility road on the property. Its representatives have asked that the play equipment, exercise stations and bridges be composed of wood and that the benches, tables, trash receptacles and light poles be composed of concrete. In the near future, SDG&E will be sending the City an agreement holding the company harmless for any damages that may occur in the park and granting SDG&E right of access to the park for maintenance of the transmission tower and construction of additional utility poles, should the need arise. Once the concept plan is approved, construction drawings and bid specifications can be prepared. The original agreement with ONA for the design of the concept plan, approved by the Council in January, included a provision for negotiating a separate agreement with the firm for preparation of construction documents, upon Council approval of the concept plan. Attached to the resolution is a copy of the proposed agreement with ONA to prepare these documents. The proposed fee is $34,100 and the proposed reimbursable expenses are $2,500. The construction documents should be ready for City review at the end of June. Construction could begin at the end of 1987, depending on the time needed for the review and bidding processes. FISCAL IMPACT: Funds in the amount of $266,000 are currently available for design and construction. Construction costs are estimated at $442,750. The City has submitted a Land and Water Conservation Grant proposal to the State for $133,000. If this grant application is approved, this project would still need an additional $109,950 for construction of all proposed improvements.
