The amendment was forwarded to the California Coastal Commission and considered and approved by the Commission on November 13, 1986. The Commission staff officially informed the City of the Commission' s approval of LCP Amend- ment No. 1-86 by letter dated November 20, 1986 (copy attached as Exhibit A) . The City Council now must adopt a resolution acknowledging the Coastal Commission's resolution certifying Land Use Plan Amendment No. 1-86 and agreeing to issue coastal development permits in accordance with the amended LCP (copy of Commission's resolution attached as Exhibit B) . RECOMMENDATION: Adopt the attached resolution acknowledging the Coastal Commission' s resolution certifying Land Use Plan Amendment No. 1-86 and agreeing to issue coastal development permits in accordance with the amended LCP. Desrochers : I am writing this letter to officially inform you of the Commission' s approval of your Local Coastal Program Amendment No. 1-86 on November 13 , 1986, at the Commission' s hearing in San Francisco. I also wanted to express my appreciation for your cooperative attitude which, I ' m sure, resulted in the smooth hearing process before the Commission. As you know, the preliminary recommendation and findings before the Commission on that day were for denial of the Amendment, which was approved subsequent to the change in staff ' s recommendation to approval . As such, the Commission had no written findings for approval . Therefore findings will be taken back to the Commission at a later date. We will certainly notify you of scheduling of any future hearings where the Amendment ' s findings will be discussed, and we will send copies of the staff report on the findings to you for your review. FINDINGS FOR CERTIFICATION - Commission Action on Amendment No. 1-86 Following a public hearing on November 14, 1986, the Commission approved the Local Coastal Program Amendment 1-86 submitted by the City of Chula Vista by voting to approve the proposed changes to the certified Land Use Plan and by not rejecting the proposed changes to the Implementing Ordinances, adopting the following resolutions: RESOLUTION TO CERTIFY LAND USE PLAN AMENDMENT NO. 1-86 The Commission hereby certifies the amendment request. No. 1-86 to the Certified City of Chula Vista Local Coastal Program Land Use Plan on the grounds that the Local Coastal Program Land Use Plan Amendment meets the requirements of and is in conformity with the policies of Chapter 3 (commencing with Section 30200) of the California Coastal Act to the extent necessary to achieve the basic state goals specified in Section 30001 .5 of the Coastal Act; and approval of the amendment would not cause significant adverse environmental effects for which feasible mitigation measures which would substantially lessen such effects on the environment are available but not employed, consistent with the California Environmental Quality Act. RESOLUTION TO CERTIFY THE IMPLEMENTING ORDINANCES The Commission hereby certifies the City of Chula Vista Local Coastal Program Implementing Ordinance Amendment No. 1-86 to the Specific Plan on the grounds that the Local Coastal Program Amendment to the Implementing Ordinances conforms with and is adequate to carry out the Policies of the Certified Local Coastal Program Land Use Plan, and that there are no feasible alternatives or feasible mitigation measures available which would substantially lessen any significant adverse impacts which approval of the Implementation Plan would have on the environment. Commissioners voting FOR certification: Contreras, Franco, Glickfeld, King, MacElvaine, Malcolm, McInnis, McMurray, Nathanson, McCabe, Wright, Wornum.
