ITEM TITLE: Resolution/ /c Approving an application for Land and
Water Conservation Funds for El Rancho del Rey #6 Park

The Land and Water Conservation Fund Program provides funds to federal
agencies and to states which, in turn, share these funds with local agencies,
for the acquisition or development of public park and recreation areas. The
program is administered nationally by the National Park Service and the State
allocation of funds is administered by the State Department of Parks and
Recreation. This program is a reimbursement program, whereby agencies must
finance the entire project, and can only be refunded for fifty percent of the
actual expenditures.
The City Council has allocated $266,000 for the design and construction of El
Rancho del Rey #6 Park, located at East "J" Street and Beechglen Drive. The
City would be eligible to apply for $133,000 in reimbursement under this
program for this project.
RECOMMENDATION: That the City Council adopt the resolution approving the
application for Land and Water Conservation funds.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
The Land and Water Conservation funds are derived from federal recreation
fees, sales of federal surplus real property, federal motorboat fuels tax and
Outer Continental Shelf mineral receipts. Applications are ranked on a points
basis and those projects best meeting criteria established by the State will
he funded.
The El Rancho del Rey Park project is a good project for submittal because it
meets many of the project criteria. It has an assured source of City funds;
will provide opportunities for multiple recreational activities; will provide
new park facilities; can be completed within 18 months; and serves an urban
population density.
Design of the park by the City' s consultant is underway. The park will
contain walkways, a multi-purpose field, picnic tables, a tot lot and planted
areas.

Deadline for submittal of the application is February 13, 1987. The City has
a good chance of receiving these funds since the City has not applied for them
in the past.
FISCAL IMPACT: The City has allocated $266,000 in Parkland Acquisition and
Development (PAD) fees and Residential Construction Tax (RCT) fees for this
project. If the application is approved, the City will be reimbursed
$133,000. If the City receives the grant, the City will have flexibility for
possibly reallocating the excess RCT funds for other park projects.
