Authorizing Expenditure of $1 ,000 from the Contingency Reserve for the Music Machine and Baron Concert Choir SUBMITTED BY: City Manager V 4/5ths Vote: Yes No x At its February 3, 1987 meeting, the City Council , under Written Communications, received a request from the Music Machine and Baron Concert Choir for financial assistance to perform at the Kennedy Center for the Performing Arts next May. Council requested that staff bring back an appropriating resolution at the February 10, 1987 meeting. RECOMMENDATION: That Council adopt the resolution authorizing expenditure of $1 ,000 from the contingency reserve. BOARDS/COMMISSIONS RECOMMENDATION: N.A. DISCUSSION: As indicated in last week's transmittal memo, the City Council has approved similar requests for funding, such as the San Digo Youth Symphony in 1979 ($600) ; Chula Vista All Star Bobby Sox team in 1979 ($500) ; and the Music Machine in 1985 ($2,000) . Again, as indicated last week, there is some precedent for the City to financially support this Music Machine/Choir request. In the past, the Music Machine has provided, at no charge, entertainment at various civic and public events including several City functions and, most recently, an appearance in conjunction with the City' s 75th anniversary celebration. The Music Machine has indicated a willingness to continue this support in the future. Therefore, based on this community involvement and previous Council action, it is recommended that the City Council approve the expenditure of $1 ,000 from the contingency reserve. This account has previously been used to fund several promotional/ cultural programs , e.g. , Founder' s Day activities, Christmas Parade of Lights, Olympic Torch runners, Sister Cities festivities, etc. FISCAL IMPACT: Money is available in contingency reserve account 0730-5399. The Baron Concert Choir has been invited to perform at the Kennedy Center for the Performing Arts in Washington, D.C. on May 7-10, 1987! In Conjunction with this honor, the highly acclaimed Bonita Vista High School show choir, The Music Machine, will also be given performance opportunities on the Capitol steps or the White House Ellipse! Tr?e rear+.gin Choir was chosen to participate in the 1987 Adjudicators National invitational Festival as a result of Triple Superior Ratings awarded them in 1986 competition festivals. This event is so named because America's leaders in music performance and music education have nominated each group which is fortunate enough to receive an invitation to participate. Groups chosen to participate may consiaer the invitation alone a pinnacle of achievement. The Festival is an event that highlights and rewards excellence. Only six high school choirs from throughout the United States have been invited to perform. The Bonita Vista High School troupe will be the sole representative from California and the entire West Coast! The Music Machine also has established itself as a performing arts group of the hi_tnest caliber, The Machine has received 52 top awards and 34 first place honors in its 10 year history! They have performed on local and national television and were the first American high school show choir to be :Tesented at festivals in Holland and Switzerland. The students are committed, with the support and assistance of parents, friends, and the community, to raise the estimated $42,000 to carry their "Heritage of Excellence" to Washington, D.C. However, these eager students are limited in how much they can earn through fund-raisers such as benefit concerts, raffles, rummage sales, and car washes. Your assistance and financial support will enable them to reach their $42,000 goal! Your contribution and donation will help make a dream come true for a dedicated group of young people who have this extraordinary opportunity to represent their community and state in this prestigious Festival. These groups will represent the state of California. Again the parent boosters group is trying to raise funds in order to make this trip possible from a fund raising stand point. One venture that has been helpful in raising funds in the past has been a rummage sale. We, the undersigned, have volunteered to act as chairpersons for the aformentioned rummage sale. The intent of this correspondence is to request City Council ' s permission for use , at no cost, of a site on which to hold the sale. The area which we would like to utilize is a portion of city property west of Casa Bonita Restaurant bordering Bonita Road. The date of the sale will be Saturday , March 28th, 1987 between 7 : 00A.M. to 5 : 00P.M. , unless terminated earlier. Items for sale will include various articles of clothing, furniture and miscel- laneous other donated merchandise. It is also, possible that a Bake Sale be incorporated in conjunction with this rummage sale. All proceeds from everything sold will be used for the "Music Machine and Concert Choir' s" trip. No alcholic beverages will be allowed on the premises at any time during the sale , nor will illegal activity of any type be permitted. We guarantee that the premises will be be kept in good physical condition throughout the sale and will be vacated as originally found prior to the use of the sale. Due to the short time frame remaining for collection of money for the trip , we respect- fully request that Council approval be given to this request as soon Ce: /:DiN4,LP as possible in order that we might proceed with final plans for the sale.
