Otay Mesa and appropriating funds

At the November 1986 Otay Mesa Policy Committee meeting, the City of San
Diego, County of San Diego, and City of Chula Vista (Malcolm, Moore) directed
additional traffic/land use analysis be conducted by SANDAG for Otay Mesa and
the South Bay Region.
RECOMMENDATION: Adopt the resolution.
BOARDS/COMMISSIONS RECOMMENDATION: Not applicable.
DISCUSSION:
Due to the imbalance between traffic and land use, additional traffic studies
for Otay Mesa are needed. The additional runs will be made by SANDAG and take
approximately 4-6 months to complete. The analysis would be a combination of
reducing the allowance trip generation rate per acre for the Mesa, thus
altering the types of uses permitted thereon, and changing the industrial/
residential mix by trying to scale down the amount of industrial land and
increase the residential lands. Additional capacity for the system would be
looked at in terms of another possible north-south freeway link. Further,
freeway traffic volume levels acceptable through Chula Vista will be defined
and analyzed in the system. Both the City and County of San Diego are
expected to take similar actions the week of January 12, 1987, to authorize
the additional studies.
Originally Chula Vista budgeted $5,000 for its share of the Otay Mesa Traffic
Studies which was augmented by an additional $2,000 in June 1986. The money
was available from the professional services account in Traffic Engineering.
There are no additional uncommitted funds available in that account nor are
any Gas Tax monies available.
FISCAL IMPACT: The total cost is estimated at $12,000 to be split among the
three jurisdictions. Chula Vista would pay $4,000. Funds would need to be
appropriated from the General Fund and placed into Account #1430-5201 -
Professional Services Transportation Studies.
