(4/5ths Vote: Yes X No ) At 2 p.m. on December 17, 1986, in Conference Room 5 in the Public Services Building, the Director of Public Works/City Engineer received sealed bids for "Tree Trimming Service for Fiscal Year 1986-87 in the City of Chula Vista, California." The work to be done provides for the trimming of 1 ,376 trees which consist of 295 Eucalyptus trees, 43 extra large Eucalyptus trees, and 1 ,038 Broadleaf trees which are located on various streets in the City of Chula Vista. RECOMMENDATION: That the City Council : 1 . Appropriate $6,827 from the unappropriated balance of the General Fund; 2. Accept bids and award contract to Western Tree Service, Chula Vista, in the amount of $97,827.00. BOARDS/COMMISSIONS RECOMMENDATION: Not applicable. DISCUSSION: Bids were received from three contractors as follows: Bidder Bid Amount 1 . Western Tree Service, Chula Vista $ 97,827.00 2. Atlas Tree Service, San Diego 99,998.50 3. Casio and Son, Inc. , San Diego 103,242.00 The low bid by Western Tree Service is above the Engineer's Estimate of $85,026.00 by $12,801 .00, or 15.1%. We have reviewed the low bid and believe it to be satisfactory and recommend awarding the contract to Western Tree Service. The City, in preparing their Engineer' s Estimate, utilized the previous bids received for tree trimming services for last year' s contract. After receipt of bids, staff discussed with the various bidders the reasons for the increased cost in the tree trimming. The various bidders indicated that the trees to be trimmed this year were larger than those of the previous contract. I confirmed this information with the Supervisor for Tree Maintenance and the trees, in general , are larger in this year' s contract. Page 2, Item 12 Meeting Date 1/6/87 There are two options available to fund this contract. First, the number of trees to be trimmed can be reduced to lower the contract cost to the funds available. Second, additional funds can be made available to fund the full contract as bid. The second option is preferable because it is necessary to trim as many trees by contract as possible in order to maintain the work program level . Our tree trimming crews have received more complaints and removals than originally anticipated and are not able to concentrate fully on trimming activities. In order to reduce the contract to the amount available, it would be necessary to reduce the number of trees to be trimmed by 110 to 125 trees. With the current workload on our City crews, it would be impossible to trim that additional number of trees. Attached is a copy of the Contractor' s Disclosure Statement. FINANCIAL STATEMENT: 1 . Funds Required for Construction: $ 97,827.00 2. Source of Funding for Construction: a. Special Contracting Services $ 91 ,000.00 b. Unappropriated Balance of the General Fund 6,827.00 Total Funds $ 97,827.00 FISCAL IMPACT: The additional funds will have to be appropriated from the General Fund reserves since Gas Tax fund reserves are depleted.
