RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CHULA VISTA
SUBMITTING TO THE QUALIFIED ELECTORS OF CHULA VISTA A
VOTE ON TWO PROPOSITIONS AMENDING THE CHARTER OF THE CITY
OF CHULA VISTA TO BE ADDED TO THE BALLOT FOR THE
CONSOLIDATED ELECTION TO BE HELD ON TUESDAY, NOVEMBER 6,
1990
The City Council of the City of Chula Vista does hereby resolve as
follows:
WHEREAS, on July 10, 1990, by Resolution No. 15694, the City Council
called and gave notice of the holding of a general municipal election to be
held in Chula Vista on Tuesday, November 6, 1990; and
WHEREAS, on July lO, 1990, by Resolution No. 15695, the City Council
requested the Board of Supervisors of the County of San Diego to consolidate
the general municipal election with the statewide general election to be held
on November 6, 1990; and
WHEREAS, the Charter Review Committee has recommended to the City Council
that two ballot measures be placed on the ballot of the general municipal
election to be held on said date in addition to the election of certain
officers.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does hereby resolve, decl are, determine and order as follows:
SECTION I. That pursuant to the requirements of Section 5 of Article ll
of the California Constitution and Section 23302 of the Elections Code of the
State of California, there shall be and there is hereby added to the ballot
for the consolidated municipal and general election to be held in the City of
Chula Vista on Tuesday, November 6, 1990, the following two propositions
amending the Charter of the City of Chula Vista for the purpose of submitting
them to the qualified electors of said City.
SECTION II. That the two propositions ordered submitted to the qualified
electors of said City at said consolidated election are the following
questions, to-wit:
An amendment to the Charter of the City of
Chula Vista amending Article VI, Section 607, YES
to give Council the authority to change the
number of members of the Board of Library
Trustees from 5 to a number greater than 5,
i f the City Council determines such an NO
increase above 5 members is desirable.

An amendment to the Charter of the City of
Chula Vista amending Article VI, Section 602, YES
to prohibit membership by any person on more
than one of the following Charter-created
advisory boards or commissions at the same
time: Planning Commission, Board of Library NO
Trustees, Civil Service Commission, Parks and
Recreation Commission.
SECTION III. An affirmative vote on the first ballot measure written
above would result in the amendment of Section 607 of the Charter to read as
follows:
"Sec. 607. Board of Library Trustees.
There shall be a Board of Library Trustees consisting of at least five
(5) members to be appointed by the City Council from the qualified
electors of the City and no member of said board shall hold any paid
office or employment in the City government. The number of members to
comprise the board may be changed by ordinance of the City Council."
SECTION IV. An affirmative vote on the second ballot measure written
above would result in the amendment of Section 602(d) of the Charter to read
as follows:
"Sec. 602 Appointments: Terms and Vacancies.
{d) Eligibility. All members of boards and commissions shall be
qualified electors in the City of Chula Vista with the exception of Youth
Commissioners who need only be residents of the City of Chula Vista. No
person may be appointed nor shall serve on more than one of the
Charter-created boards or commissions simultaneously."
SECTION V. In all respects other than as specified herein, said election
shall be conducted in conformity with the applicable provisions of the
Elections Code and Resolution Nos. 15694 and 15695 of the City of Chula Vista
dated July 10, 1990.
SECTION V]. That the City Clerk is directed to transmit a copy of the
proposed amendments to the City Attorney for preparation of an Impartial
Analysis.
