COn4MIJNITI' FACILITIES (n4ELL0-ROOS) DISTRICTS (CFDs) AI�iD OPEI� SPACE DISTRICTS (OSDs), AI�'D AUTHORIZII�'G AND DIRECTII�'G THE A4AYOR TO EXECUTE SAID AGREEMEI�'T A'HEREAS, the Citv has formed 12 Assessment Districts to pro��ide fundine for ' benefittine properties and infrastructure under the Municipal Improvement Acts of 19li and 191�: and \�1'HEREAS. the Citv has also formed 23 A4ello-Roos Communitv Facilities Districts to provide funding for the construction of infrastructure or for the maintenance of open space azeas in accordance with the Communitv Facilities Act of 1982: and \�'HEREAS. the Cih� has formed 24 Open Space Districts to pro�ide fundine for perpetual maintenance of common open space azeas; and WHEREAS, the City requires a consultant for the performance of apportionment, delinquency monitorine, administration and other services for the said districts: and WHEREAS, as required by Municipal Code Section 2.�6.110. a Request for Proposal (RFP) �i�as prepazed and advertised; proposals «ere recei��ed and revie���ed, and firms ���ere inten�ie�ved and ranked in accordance �+�ith selection criteria: and \4'HEREAS, seven firms responded to the RFP, Dolinka Group; Harris & Associates, I�'BS Govemment Finance Group: PSOMAS. Special District Financing and Administration, David Taussis & Associates. Inc.. and Willdan Financial Sen�ices: and WHEREAS, the selection committee recommends awarding the convact to Willdan Financial Services: and WHEREAS, the proposed convact will utilize the sen�ices of Willdan Financial Ser��ices, to perform the necessan� tasks in the administration of the City's Assessment Districts, Communit}� Facilities Districts and Open Space Districts, indudine delinquency management and apportionment sen�ices; and WHEREAS. the proposed contract is from Februan� 3, 201� through June 30, 2018; and Resolution No. 201�-023 Page No. 2 VdHEREAS, the Cit}� Manager may exercise the option to extend the contract for up to two one-year periods. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula Vista, that it approve the Agreement Between the City of Chula Vista and Willdan Financial Sen�ices for Special District Apportionment, Delinquency Monitoring Administration and Other Services, in the Form presented, with such minor modifications as may be required or appro��ed by the City Attomey, a copy of which shall be kept on file in the Office of the City Clerk, and authorize and direct the Mavor to eaecute same.
