ACTIVITIES
WHEREAS; on May 6. 2014, the City Council approved submittal of the Community
De��elopment Block Grant (CDBG) 2014-201� Annual Action Plan to the U.S. Department of
Housing and Urban Development (HUD): and '
WHEREAS. the City desires to amend the 2014-201� Annual Action Plan to reprogram
and appropriate $23 L�00 of CDBG funds to the Community Housin2 Improvement Program
and �218.�00 to purchase fire equipment for Fire Stations 1 and �; and
WHEREAS, HUD regulations a11oH� CDBG funds to be used for the purchase of Fire
Equipment because the items to be purchased aze considered to be an integral part of a public
facilitv and is elieible for fundin�: and
WHEREAS, the service area of Fire Stations 1 and � serve predominately lo�v and
moderate income residents: and
W'HEREAS. the City's Community Housing Improvement Program serves households
���ho are lo��� and moderate income: and
WHEREAS; Federal reeulations govemine the HUD grant funds (CDBG, HOA4E and
ESG) pro�rams state that signifcant programmatic and fundine chanoes to the Plan constitutes a
Substantial amendment to the Plan: and
�i'HEREAS; in compliance with HUD regulations, an Action Plan Substantial
Amendment to reallocate CDBG funds requires a 30-day public revieN� and comment period,
N�hich began on November 7. 2014, and ended on December 8. 2014 �i�ith no comments
recei��ed.
NOI�'. THEREFORE. BE IT RESOLVED bv the Citti� Council of the Citv of Chula Vista
as follo��s:

]) That the City Council of the Cit}� of Chula Vista does hereby amend the 2014/2015
Annual Action Plan and authorize the submission of the Substantial Amendment to the
United States Department of Housing and Urban Development. ,

3) That the Cit}� Council authorize the City of Chula Vista Development Services
Department to enter into a Memorandum of Understanding, in substantially the form
presented, with the Fire Department for the implementation of two CDBG funded
activities, specifically for the purchase fire equipment for Fire Stations 1 and 5. The City
Council further authorized the City Manager to make such minor modification to the
MOU as may be approved or required by the City Attorney.
