WHEREAS, Pacific Scene, Inc. submitted an application to amend the
Montgomery Specific Plan by redesignating 12.2 acres located south of Palomar
Street, west of Broadway and east of existing Metropolitan Transit Development
Board (MTDB) station from "Research and Limited Industrial" to "Mercantile and
Office Commercial" (GPA-88-2M), and
WHEREAS, City prepared an Environmental Impact Report (EIR-89-4M with

WHEREAS, the proposed amendment of the Montgomery Specific Plan was
reviewed by City staff, the Montgomery Planning Committee and the Chula Vista
Planning Commission, and
WHEREAS, the City Council considered the proposed amendment of the
Montgomery Specific Plan during the noticed public hearings on May 8, 1990,
and June 5, 1990, and
NOW, THEREFORE, BE IT RESOLVED, that the City Council of the City of
Chula Vista hereby approves the amendment of the Montgomery Specific Plan from
"Research and Limited Industrial" to "Mercantile and Office Commercial" as
particularly described in application GPA-88-2M, based upon the following
findings:
1. The location of the property on Palomar Street, adjacent to an
existing MTDB station, provides a significant opportunity for retail
operations which will benefit residents of the community.
2. Development of the property in an integrated architectural manner
will provide an attractive gateway to the Montgomery area.
3. The development of retail use on the site will provide significant
revenues to the City of Chula Vista.
