In consideration of the payment by the City to the County of the sums of money hereinafter specified, the County does hereby agree to perform and furnish the hereinafter described services by and through the Civil Service Commission of the County of San Diego, here- inafter called the County Commission: •• • (a) The County Commission will analyze the duties, respon- sibilities and authority incident to each new position . .. • created by the City Council of said City and will classify said new position in .relation to existing . positions in the classified service and will furnish a description of the minimum requirements which should be met by an employee holding such new position. 1 . • • : C9 —Gds• R-i87s • • (b) The County Commission, when formally requested to do . so by the Civil Service Commission of the City, here- inafter called the City Commission,. will make a study of the compensation being paid for each class of posi- • tion under the classified service of the City and of the hours of labor, sick leave and vacations applicable • to each such class, which study .shall include a coni- parison of the rates of pay for each such class with the rates of pay for comparable service in commercial and industrial establishments and in other public em- . • . • ployments, and will make a report of such study and its recommendations to said City Commission. (c) The County Commission, when formally requested to do .. so by the City Commission, will recommend the salary • to be paid by the City for any new class or classes of positions established in the classified service of • said City. • • • • (d) The County Commission will provide technical guidance to the City Commission and to the Personnel Clerk of said City with respect to the operation of the person- nel office of said City. The technical guidance shall include advice and instruction on the customary methods of maintaining personnel files and records; on the pro- cedure to be followed in certifying eligible employees • for appointment and certifying payrolls; on the prepara- tion of forms of reports of individual efficiency of • employees;• and on personnel practices and procedures. (e) The County by and through the County Commission will conduct civil service examinations for positions in • the classified service of the City upon formal request of the City Council of said City. In the preparation and conduct of examinations, the procedure listed below : • will be followed, (1) The County Commission will prepare suitable sample forms of bulletins announcing the examinations in accordance with the standards set by the City Commission.. These forms of bulletins shall contain such information as is ordinarily included in bulletins prepared by the County Commission for examinations for • the County Civil Service. The standard set • for applicants for positions in the classified service of the City shall approximate the accepted standards used throughout the United • . • • States for positions of similar class.- (2) The City will prepare and post the bulletins, prepare and distribute the application forms • and receive applications from persons who meet the minimum requirements set forth in the bulletin. After the period for receiving • such applications has expired, the applications. • . shall be sent to the County Commission. • • 2 • • • • ' (3) The County Commission will give examine- - • tions to those applicants it determines meet the minimum requirements set forth in the bulletin announcing the examine- . , • _ tion. (4) The County Commission will give examine- , tions consistent with the standards main- . tained in examinations given for positions in the classified service of the County, and consisting of such written, oral, operating, physical and other tests and such interviews covering general quali- fications, experience and education as may be deemed necessary to provide suitable eligible lists. (5) The examinations shall be held in the County . of San Diego at a suitable place to be fur- nished by the City. • (6) The County Commission will give and complete the examinations , fix the grades, notify the candidates of their standing and will assist the City Commission in handling all appeals and reviews of examination ratings and will submit the final results of each examination to the City Commission in the form of reports . of examinations or eligible lists showing the names of the candidates together with their • respective grades made in the various parts of the examination, the final ratings and the relative standings of such candidates. (7) Whenever candidates are required to submit to medical examination or fingerprinting, such medical examination or fingerprinting shall be furnished by the City, and the County shall not be required to give medical examinations to or fingerprint candidates. (8) The County Commission is not required to per- form any duties with respect to an examination after the final report of the examination or eligible list is submitted to the City Com- • mission, and the County does not assume any responsibility with .respect to the persons whose names are certified to the City Commis- sion on such reports or eligible lists. (9) Upon completion of an examination and after submission of the final report of examination • • or eligible list, the applications of the candidates shall be delivered to the City' Commission. The letters of reference and examination papers shall be retained by the • County Commission. • • 3 • • • 2. The County Commission will perform for the City all of the • functions herein prescribed in accordance with the rules and regula- tioris of the City Commission and the Charter of the City, if any; pro- vided that any duty or function herein prescribed to be performed by • the County Commission may be performed by the Director of Personnel of the County of an Diego or by the staff of the Department of Civil Service and Personnel of said County of San Diego. 3. In performing its functions under this contract the County Commission may utilize the services of any personnel furnished by the City to assist in the performance of such functions of the County Com- mission, provided, however, no deductions for such assistance shall be made in the amount of money to be paid by the City to the County under this contract. 4. The City agrees to pay the County the following sums: . (A) THE sJM OF S55.00 FOR EACH CIVIL SERVICE EXAMINATION, EXCEPT EXAMINATIONS FOR PATROLMAN AND FIREMAN, GIVEN PURSUANT TO THIS CONTRACT FOR A C LASS OF POSITION • IN THE•CITY FOR WHICH THE MAXIMUM SALARY, AS SET FORTH IN THE CLASSIFICATION AND COMPENSATION PLAN FOR THE CITY IN EFFECT ON JULY I , 1956 IS $k60. 00 A MONTH OR LOWER' AND THE SIM OF $I10.00 FOR EACH CIVIL SERVICE EXAMINATION GIVEN PURSUANT TO THIS CONTRACT FOR PATROLMAN OR FIREMAN OR FOR A CLASS OF POSITION IN THE CITY FOR WHICH THE MAXIMUM SALARY, AS SET FORTH IN THE CLASSIFICATION AND COMPENSATION PLAN OF THE CITY IN EFFECT ON JULY I, 1956, IS HIGHER THAN $1160. 00 A MONTH; PROVIDED, HOWEVER, THAT IF FOR ANY OF THE FOLLOWING REASONS THE ACTUAL COST TO THE COUNTY OF ADM!NISTERING AN EXAMINATION EXCEEDS BY $20.00 OR MORE THE CHARGES SET FORTH ABOVE IN THIS PARAGRAPH, THE CITY SHALL BE CHARGED AND THE CiTY AGREES • TO PAY SUCH EXCESS COST: • (I) ADMINISTERING WRITTEN EXAMINATIONS OUTSIDE SAN DIEGO COUNTY ON REQUEST OF • THE CITY CIVIL SERVICE COMMISSION, OR • (2) GIVING EXAMINATIONS FOR TECHNICAL OR ADMINISTRATIVE POSITIONS WHERE THE COUNTY COMMISSION IS REQUIRED TO OBTAIN TAE SERVICES OF EXPERTS NOT IN THE Ei7PLOY OF THE COUNTY ON THE APPROVAL OF THE CITY CIVIL SERVICE COMMISSION; AND PROVIDED FURTHER HOWEVER, THAT THE MINIMUM TOTAL CHARGE AT THE FOREGOING RATES SHALL BE $660.00; AND (s) THE SUM OF $1.1 5 PER MONTH FOR EACH EMPLOYEE IN THE CLASSIFIED SERVICE OF THE CITY. THIS CHARGE SHALL BE COMPUTED SEMI—ANNUALLY ON THE FIRST DAY OF JANUARY ' - AND THE FIRST DAY OF JULY AND SHALL BE BASED ON THE AVERAGE OF THE NUMBER OF E -. PLOYEES IN THE CLASSIFIED CIVIL SERVICE OF THE CITY ON THE FIRST DAY OF EACH OF THE PRECEDING SIX MONTHS. • The County through the County Commission agrees to bill the City on the first day of January and the first day of July for such sums that shall have become due under this contract from the City to • the County during the preceding six-month period. The amounts which become due under this contract shall be payable semi-annually on the • first day of January and the first day of July. The City agrees to make adequate financial provision for the payment of all sums which may become due to the County for services rendered under this contract and fu 'ther agrees to make adequate provision in its annual budget for the fiscal year 196- 7 for the payment of all said sums which may become due to the County. 5. This contract shall be deemed to have commenced on July 1, 1956, and shall expire June 30, 195,7; provided, however, that said contract may be terminated by either party hereto upon thirty (30) • days' written notice by either party to the other, which notice shall consist of a certified copy of a resolution of the governing body of - such party declaring its intention to terminate said contract not less than thirty (30) days thereafter. Upon any such cancellation or termi- nation the City agrees to immediately pay the County (1) for all exam- inations given pursuant to the contract at the rate prescribed in paragraph 4 of this contract, (2) for each civil service examination -commenced or in process at the time of cancellation the sum that would have been payable under paragraph 4 of this contract had such examina- tion been completed, and '(3) the further sum of $1.15 per month or fraction of a month during which this contract is in force for each employee in the classified service of the City during the period for which such charge has not been paid pursuant to paragraph 4 of this contract, such charge to be based on the average of the number of such • a 1: employees in the classified civil service of the City on the first day of each such month or fraction of a month.
