HomeMy WebLinkAbout01-12-2015_ RCC Minutes MINUTES OF A REGULAR MEETING OF THE RESOURCE CONSERVATION COMMISSION OF THE CITY OF CHULA VIS'TA January 12, 2015 5:00 PM A Regular Meeting of the Resource Conservation Commission of the City of Chula Vista was called to order at 5:01 PM in the Executive Conference Room 103, Building A, located at 276 Fourth Avenue, Chula Vista, California. ROLL CALL PRESENT: Commissioners Coleman, Rahimzadeh, Sedgwick, and Chair Kappes ABSENT: Commissioners Romo. Valen and Vargas MOTION TO EXCUSE: Commissioner Rahimzadeh moved to excuse Commissioner Vargas from the meeting on November 10, 2014. Commissioner Coleman seconded the motion and it was carried by the following vote: Yes —4 Coleman, Rahimzadeh, Sedgwick and Kappes No- 0 STAFF PRESENT: Admin Services Mana�er Beamon, Environmental Resource Manager Reed, Conservation Specialist Downs, Recycling Specialist Medrano and Sr. Secretary Lindsey APPROVAL OF MINUTES: Commissioner Rahimzadeh moved to approve the minutes of the November 10, 2014, meeting as written. The motion was seconded by Commissioner Coleman and carried by the following vote: Yes —4 Coleman, Rahimzadeh, Sedgwick and Kappes No - 0 PUBLIC COMMENTS: none INFORMATION ITEMS 1. Tire Collection Event— Recycling Specialist Medrano presented information about the Tire Disposal Event to be held January 24, 2015, at the Public Works Center. 2. Property Assessed Clean Energy (PACE) Program Guidelines— Environmental Resource Manager Reed and Conservation Specialist Downs presented information about proposed guidelines for the PACE program in Ch�lla Vista. The following were present and gave information about their PACE programs: Crystal Crawford from Ygrene Energy Fund, Erik Caldwell from Figtree Financing, Jeremy Hutman from Renewable Funding/California First and Matthew Messina from Renovate AmericalHERO Program. Discussion ensued among the commissioners as to what they would like to have included in the PACE program guidelines. ACTION ITEMS 1. Consideration of recommendation to City Council to repeal the "sunset clause" for the Car Sharing Program and Permit in the Chula Vista Municipal Code. Page 1 of 1 Resource Conservnlion Commission Minules Jturunry I2,2015 Environmental Resource Manager Reed explained the ``sunset clause" in the Car Sharing Program and Permit in the Chula Vista Municipal Code Chapter 10.68, section 500. Commissioner Coleman moved to recommend to City Council to repeal the "sunset clause" and continue the Car Sharing Program and Permit process. Commissioner Sedgwick seconded the motion and carried by the following vote: Yes — 4 Coleman. Rahimzadeh, Sedgwick and Kappes No - 0 ACTIVITY REPORT Commissioners would like to see all Action Items listed on the Activity Report. STAFF COMMENTS Environmental Resource Manager Reed informed the commission about the Healthy Chula Vista Initiative meeting on January 21, 2015, at the Norman Park Senior Center from 1:00 pm to 3:00 pm. He requested the commissioners to RSVP to him if they plan to attend. Conservation Specialist Downs informed the commission about an Energy-Savings & Lighting Fair in partnership with TechniArt at the SDG&E Branch Office, 436 H Street, Chula Vista, on Monday, February 2, 2015, from 9:00 am to 5:00 pm. COMMISSIONERS' COMMEN"IS Commissioner Rahimzadeh requested inforn7atioii about Ethics Training Commissioner Sedgwick introduced herself to the commission Con�missioner Coleman gave his report on the Wildlife Advisory Group (WAG). He recommended that an alternate person be chosen to attend these meetings in case he is not able to attend a future meeting. He has only missed one meeting this past year. CHAIR'S COMMENTS Chair Kappes inquired as to where the RCC Agendas are posted ADJOURNMENT Commissioner Sassan moved to adjourn the meeting.
