RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CHULA VISTA URGING DEFEAT OF SENATE BILL No.2521
WhEREAS, Senate Bill Number 2521 has been introduced in the
1957 Session of The State Legislature; and
WHEREAS, enactment of said Bill would abolish the Division
of Housing and transfer all functions of the Division of the State
Department of Public Health and to local -health officers and
would abolish the Commission of Housing
WHEREAS, enactment of this Bill would place health officers
and sanitarians in a position to assume regulatory jurisdiction
over local building departments affecting their enforcement of
all State laws and city and county ordinances pertaining to housing
as provided in Sections 1475-1477 and 1482-1485 inclusive of the
State Labor Code; and
WHEREAS, health officers and sanitarians are generally, by
training and experience, unqualified to supervise or to act in a
supervisory capacity in the field of construction, reconstruction,
and alteration of buildings and the installation of all appurte-
nances thereto, and
WHEREAS, the manner in which the State Housing and Building
Laws have been administered by the Division of Housing has been
effective and a harmonious and co-operative relationship has been
maintained with city and county 'building departments; now there-
fore be it
RESOLVED, by the City Council of the City of Chula Vista,
that it memorializes the Governor and the Legislature of the
State of California to defeat enactment of Senate Bill Number 2521
or any amended version of such Bill which would transfer juris-
diction over building construction from the Division of Housing
in the State Department of Industrial Relations to the State
Department of Public Health or to city or county health officers
and sanitarians; and be it further
RESOLVED, that the City Council of the City of Chula Vista
transmit copies of this resolution to the Governor of California,
and to each member of the Committee on Labor.
