Public hearing - Consideration of revision of Precise Plan involving
lot #116 of Rancho Robinhood Subdivision
ITEM TI'rLE: Res,alution - Amending Resolution No. 6a79 approving the tentative map
and precise plan of that certain subdivision known as Rancho Robinhood

A, BACKGROUND
1 . The previously approved precise plan for Rancho Robinhood was for a 116 lot
subdivision on 73.4 acres: 114 residential lots, one open space lot, and one lot
reserved for possible purchase by the City of Chula Vista as a park. The City Council
subsequently chose not to acquire the latter parcel , and the applicant is requesting
a revision in the precise plan to allow development of the property (see Exhibit A).
The request to revise the precise plan is accompanied by a tentative subdivision map
(following agenda item).
2. The change in environmental impact has been assessed by the City (EIR-74-7),
and the Planning Commission adopted the final Environmental Impact Report on June 26,
1974.
B. ANALYSIS
The revised precise plan proposes 13 new residential lots on 4.6 acres, and two
small open space lots. One of the lots represents excess property adjacent to
Surrey Drive and the other provides a means of access from the subdivision to Allen
School . R�vision of the overall precise plan will result in 127 residential lots
on 73.4 acres for the entire Rancho Robinhood precise plan.
C. FINDINGS
1 . Inasmuch as the subject property will not be used for park purposes, good
zoning practice makes it desirable that the precise plan be revised to incorporate
it so that this undeveloped property can be developed in coordination with, and in
the same manner as, the surrounding property in the same ownership.

Commission-Board Recommendation: The Planning Commission voted 4-1 on June 26, 1974
to recommend that the City Council approve the revision to the precise plan for
lot #116 of Rancho Robinhood Subdivision, in accordance with Resolution PCZ-74-G.

2. The General Plan indicates the general land use for this area as park,
however, the City has expressly chosen not to purchase it; therefore, a General
Plan revision will be the responsibility of the City at the next time the General
Plan is amended. (October 1974)

1. The preceding agenda item considered the revision to the precise plan for
Rancho Robinhood, by changing the designation of 4.6 acres of property from public
park to residential . This item considers the tentative subdivision map to develop
that 4.6 acre parcel .
2. EIR-74-7 for the tentative map was adopted by the Planning Commission on
June 26, 1974.
B. ANALYSIS
1 . The tentative map shows 13 residential lots on 4.6 acres, for a density of 2.8
dwelling units/acre, and an average lot size of 12,800 sq. ft. This compares
favorably to the lot size in Unit #1 (113 lots) of 10,200 sq. ft. The addition of
Unit #2 slightly increases the overall gross density of the project, from 1 .65 to
1 .7 units per acre.
The 30 acre open space lot (lot #115) provided by Unit 1 is, of course, retained
and will be available to the residents of Unit 2 as well . At the northerly end of
Unit 2, an open space lot (lot #117) is provided for access to the Allen School to
the east.
2. Grading.
The preliminary grading of the site appears acceptable. The lower slope to the
rear of lot 130, however, should be included in the Open Space Maintenance District,

to recommend approval of the tentative map for Rancho Robinhood Unit 2, subject to
the conditions contained in the attached letter dated June 27, 1974.

or regraded to be a usable and maintainable area by the homeowner. In addition,
some offsite grading may be necessary on lot #117 to coordinate access with the
Elementary School District.
3. Open Space Maintenance District No. 3.
Open Space Maintenance District No. 3, formed by the City Council in November 1973,
will need to be revised in both boundary and assessment schedule. This will be
accomplished by petition of the developer, and approved prior to approval of a
final map.
4. Access to Al1en School .
The Chula Vista City School District has expressed some concern regarding the
proposed access to the Allen School property via lot #117 at the north end. When
the property was designated as a public park, it was assumed by the District that
a pathway would lead into the school site further to the south, where the grade
levels were more equal .
The Planning Department has reviewed alternate access points to Allen School and
has determined that the proposed access is the best for the following reasons:
a. An alternate path further south would necessarily run between two houses,
creating noise and disturbances for two homes rather than one.
b. Access further south is blocked by the playground fence on the school site.
c. With a minimal amount of grading and blacktopping, an adequate path can
be connected to lot #117.
5. Conformance with General Plan.
As noted in the preceding agenda item, City action to amend the General Plan in
October, 1974 will make this tentative map conform to the General Plan, which now
shows the parcel as a public park.
