CHULA VISTA CITY COUNCIL MEETING OF: July 2, 1974
ITEM TITLE: Resolution - Accepting Bids and Awarding Contract for
Asphaltic Emulsion
INITIATED BY: Purchasing Agent
BACKGROUND
Bids were received and opened at 10:00 A.M. on June 24, 1974, in the office of
the Purchasing Agent for furnishing Asphaltic Emulsions to the City for the
period July 1 , 1974 through September 30, 1974. Bids were requested for firm
prices on a short term (90 days) contract due to fluctuating material costs.
An estimated 10 tons of RS-1 Asphaltic Emulsion will be picked up at the Vendor's
plant. No storage tank is available for this material in the City Yard. An
estimated 335 tons of RS-2 Asphaltic materials will be delivered and pumped into
the City's storage tank as required.
Seven Vendors were mailed bidding documents. Three vendors submitted bids. See
attached exhibit Number 1 , listing bid results.
Douglas Oil Company's bid stated that its bid prices were not firm and if its proposal
were to be accepted, billing would be at price schedules and tariffs in- effect at
the time of receipt of materials by the City.
The bid prices of Sim J. Harris are firm for the contract period, therefore, it is
recommended that the award be made to this firm.

Financial Statement: Purchases shall be made only on availability of funds
as certified by the Finance Director.
