RESOLUTION OF THE CITl' COUNCIL OF THE CITY
CHliLA VISTA ACCEPTING THE RECOMn9E\'DATION TO
IMPLET4EI�'T STRIPII�'G MODIFICATIOI�'S OI�' HILLTOP
DRIVE BETVJEEN PALOMAR STREET AND A4AII�' STREET
FOR TRAFFIC CALMING PURPOSES AI�'D AUTHORIZII�'G

��%HEREAS. staff completed an Engineering and Traffic Sun�ey (surve��) for a seement
on Hilltop Drive in accordance �vith the Califomia Vehicle Code. �+�hich indicates that the
postine of speed limits be determined b}� a surve�� for each street with a posted speed limit u�thin
the Cit��: and
V1'HEREAS, based on the results of this survey, the speed limit on Hilltop Dm�e; ben��een
Palomar Street and E. Rienstra Sveet should be increased from 30 mph to 3� mph; and
A'HEREAS, following staffs` presentation of the results of the surve}� to the Safen-
Commission at their public meeting on April 2; 2014, the Safet�� Commission requested that City
staff consider implementine various traffic calmin� measures includine bike lanes and restripin2
alone Hilltop Drive ben��een Palomar Street and E. Rienstra Street; and
l�'HEREAS. in accordance with the Safet�� Commission request; staff created two
proposals for traffic calming measures alon� Hilltop Drive (a four narrow-lane altemative and a
tw�o-lane altemati��e) and presented them to the Safety Commission at their meeting on
September 3, 2014; and
WHEREAS, the Safet�- Commission revie���ed the proposals for traffic calmins measures:

A'HEREAS. based on the revie�ti� of each altemative, it �+�as determined that the tH�o-lane
altemative. one lane of traffic in each direction. ���as more favorable overall to the Safetv
Commission and �i�ould provide the best traffic calmine technique: and
WHEREAS. the preferred altemative reduces the total number of existing through lanes
from four to two. one lane in each direction. It also adds bike lanes and a nvo-wav lefr tum lane
median throughout the corridor; and
VJHEREAS. in order to allo��� installation of bike lanes at this location. a resolution is
needed regardine the temporazy reclassification of Hilltop Drive's bike route to a bike lane
within the same limits as the traffic calming segment; and
WHEREAS, the stripino chanees ti�ill provide an opportunity to evaluate the
effectiveness of the traffic calmins measures on an annual basis until Fiscal Yeaz 2019/2020: and

WHEREAS. once the community has had a chance to adjust to the striping changes, City
staff will conduct another survey and present a report to the Safety Commission and the Ciri-
Council, if needed, indicating the recommended posted speed limit; and
�'HEREAS, this recommendation and other information in the staff report have been
fully considered by the City Council.
NOW, THEREFORE, the City Council of the City of Chula Vista does hereby accept the
Cit�� Staffs recommendation to implement striping modifications on Hilltop Drive between
Palomar Street and Main Street for traffic calming purposes and authorize a bike lane on Hilltop
Drive within the limits of the temporary traffic calming area.
