Esteemed members of the Chula �sta city Council:
Again we must object to your continued lack of consideration for the quality of life of existing
and future residents of Chula Vista. The number of over-riding circumstances you are again willing to
approve is disgusting. The traffic on Olympic Parkway is already unacceptable and now you are
allowing almost a doubling of the density approved in the General Plan and acknowledging it is going
to make the situation even worse. Not only that, but you are giving up valuable industrial iand that
was supposed to 6e a buffer with the Iandfili. The distress that this will cause future residents is
undoubtediy going to be great. Not to mention that a loss of industrial land AGAIN will continue to
impoverish the city and make its jobs housing balance even worse than it is now. Industrial around a
closed landfill would ailow for mining and reusing of the resources buried there, which would provide
income to the city. The city unfortunately in its usual short sighted way missed out on the opportunity
to own the landfill, as it missed out on the past opportunity for Community Choice Aggregate that
could be providing cheap clean electricity to our residents, and years age could probably have even
acquired the Sweetwater Dam as well. This council unfortunately continues the shortsighted march
forward to gridlock and maybe even bankruptcy.
Homes require services. Roads and facilities require ongoing maintenance and repair. Without
an adequate base of industry and commercial providing jobs for all these new people and revenue for
the city the city will continue to be in the situation it is in now--unabfe to keep up with necessary
maintenance. The city has never provided the amount of money in any year, which our pavement
report years ago said was necessary just to keep up. We keep falling behind and adding new roads,
buildings and parics to make the situation worse. Pubic Works has been doing an incredible job but
they are not magicians. They cannot rob Peter to pay Paul forever.
We realize these swaps for density are meant to acquire land for a future university, but it
seems very shortsighted to do it this way.
Even when the General Plan was approved the amount of new homes was more than double
what Regionat requirements called for. Now you are going to increase that even more? We are not
sure which is worse the Orange County sprawl or the lack of adequate provision for industrial and
commercial uses to pay for needed services. The Planning Commission this time approved it. Last
time they did not. They bought into this land swap idea for a "University." The fact of the mstter is
even if somehow some university does some day in the future take up residence there very few
people are going to be able to wmmute to it because of the grid lock on the streets and the lack of
any east west freeway except far to the west at 54. Maybe people who can avoid Chula Vista streets
entirely or students who �uld live on campus would be interested7 Most residents now could get to
San Diego State in less time. Private Universities are very expensive and many have deplorable
graduation rates and students with incredible student loan debts. The Olympic Training Center knows
about isolation.
If this is finally going to trigger the extension of Main Street, this road needs a high bridge over
Wolf Canyon in order to preserve the flora and fauna and ihe wildlife corridor to the Otay River.
