RESOtU TION RL THE` STATE WATER PLAN' , •
WHEREAS , `t'h'e 19'59 'Legielattire and the Governor of-. '
the State Of -California have approved the, placing 'on the
`'ballot in' Noveinber , 1960 , e 1,, 750 ,000,000 bonds issue for
the constructio,ni of ;raterr fac,ilitte,s of statewide scope ,
and
WHEREAS ; said proposed' facilities will be capable
of being connected ,to ; existing facilities , which now
serve and mill be,' serving the 'Cou .tty of San Diego in the
near future , and
WHEREAS, water is absolutely, vital to c"ontinued.,
expansion, progress and 'prosperity of. the San Diego' .
metropolitan area and all .of Southern ,California, and
WHEREAS', this " proposed bond issue offers the *best
of all available opportunities ±'or 'the ,people ' of this ,
State 'to assure themselves of a water supply capable of
serving all ttie needs of alb of the people of this' State
far.- into the future , and
WHEREAS , this State '`water ,p'lan will extend Its
benefits to all parts of the State , -not' only in supplying
water', ' but also in flood •econtr,o'l , in generating, power , in •
soil conservation and in, recreational ac'ilities , and
• WHEREAS., the ,San' Diego County Water Authority has . a°
made a statement before ' th,e Senate Fact Finding .Committee
on Water , containing certain basic ,prixciples , which .
should be the basis of any contrs.Cts ',entered - into between
the State and any- agencies acquiring water under this ' '
proposed statewide .water project , and, '
WHEREAS , the San Diego Cotint`y Water Authority ,
said statement , -has -urged that the State , in contracting
for the sale; of water from this proa'ect , re"strict its ,
Contracts to public agencies , requiring in ail 'cases,, , a
e•nt,
full renary of apply.cable costs-,, and that the local agencies ,

. assume the obligation" of said contracts`, and if so , 'how"' i"

WHEREAS.; said "statement outlines a reasonable basis
for said proposed. water contracts, and said statement - ° '

NQW, THEREFORE , BE IT RESOLVED. BY THE CITY COUNCIL '
' OF TIRE, CITY OF CHULA'VISTA AS, FOLLOWS 3 - -
1 . That, every registered voter ,irn the City of Chula .
Vista vote yes ,and* in .favor.•of the„band issue , for. a 'State , . . ,
water .plan, to b.e placed on the ballot; in November,, 19'60 .
■ 2. That said water projac't: -should. be 'self-supporting
and be substantially repaid by its' beneficiaries'. .
3 . . That the State,' .adopt principles in accord with
those set forth in the statement of, the Sa.n Diego County

• Water Authority as the . basis for. any contracts entered . '
• into for the purchase of Water from said proposed' project. ' °
