HomeMy WebLinkAbout2014/10/13 RCC Minutes MINUTES OF A REGULAR MEETING OF THE RESOURCE CONSERVATION COMMISSION OF THE CITY OF CHULA VISTA October 13, 2014 4:00 PM A Regular Meeting of the Resource Conservation Commission of the City of Chula Vista was called to order at 4:02 PM in Conference Room 103, Building A, located at 276 Fourth Avenue, Chula Vista, California. ROLL CALL PRESENT: Commissioners Coleman, Rahimzadeh, Romo, Valen, Vargas and Chair Kappes ABSENT: none MOTION TO EXCUSE: Commissioner Vargas moved to excuse Commissioner Romo from the September 8, 2014 meeting. The motion was seconded by Commissioner Rahimzadeh and carried by the following vote: Yes—6 Coleman, Rahimzadeh, Romo, Valen, Vargas and Kappes No - 0 STAFF PRESENT: Admin Services Manager Beamon, Environmental Services Program Manager France, Environmental Resource Manager Reed, Conservation Specialist Downs, Intern III Ayala and Sr. Secretary Lindsey APPROVAL OF MINUTES: Commissioner Coleman moved to approve the minutes of the September 8, 2014, meeting as written. The motion was seconded by Commissioner Rahimzadeh and carried by the following vote: Yes—6 Coleman, Rahimzadeh, Romo, Valen, Vargas and Kappes No -0 PUBLIC COMMENTS: none INFORMATION ITEMS 1. Climate Action Public Forum—Commissioner Rahimzadeh and Environmental Resource Manager Reed tall<ed about the Climate Change Working Group Public Forum to be held on Tuesday, October 14, 2014, at the Civic Center Public Library. 2. Georgetown University Energy Prize — Intern III Ayala and Conservation Specialist Downs gave a presentation about the Georgetown University Energy Prize of five million dollars for energy efficiency. � ACTION ITEMS l. Consideration of recommendation to City Council to expand Property Assessed Clean Energy (PACE) program offerings in the City of Chula Vista to provide greater customer choice and to maximize energy and water efficiency retrofit opportunities. Environmental Resource Manager Reed gave bacicground information about PACE programs currently available to city residents. The following addressed the commission explaining their company's PACE program: Erilc Caldwell from Figtree Financing, Dustin P�ge 1�f z Resource Conservnlron Commission Min�ites October/3,2014 Reilich from HERO and Jeremy Hutman from California FIRST. California FIRST is currently available to city residents, but Mr. Hutman spolce in support of the city expanding the PACE program offerings. Crystal Crawford from Ygrene Energy Fund (a current PACE provider to city residents) was also in attendance. Commissioner Vargas moved to recommend to City Council to pursue additional PACE program offerings using standard underwriting and program guidelines. The motion was seconded by Commissioner Rahimzadeh and carried with the following vote: Yes— 5 Coleman, Rahimzadeh, Valen, Vargas and Kappes No- 0 Abstain— 1 Romo ACTIVITY REPORT Commissioners discussed what items they would like to have included on their annual commission activity report to the city council. STAFF COMMENTS Environmental Resource Manager Reed would like the commissioners to support the CCWG Public Forum. Environmental Services Program Manager France reported on Beautify Chula Vista Day that was held on Saturday, October 11, 2014. COMMISSIONERS' COMMENTS Commissioner Romo expressed his concerns about absences of commissioners not being excused. Commissioner Coleman would like to see the meetings start at a later time. He gave his report on the Wildlife Advisory Group (WAG) and the Bayfront Cultural Design Committee (BCDC) meetings. He also gave information about Energy Efficiency Home Tours in Chula Vista on October 25 and November 15. Commissioner Valen expressed his concerns about absences of commissioners being unexcused. Commissioner Rahimzadeh would lilce to see the vacant position on the RCC promoted. He reported on the South County Economic Summit that he attended. CHAIR'S COMMENTS Chair Kappes would like Action Items before Information Items on next month's agenda. ADJOURNMENT Commissioner Coleman moved to adjourn the meeting.
