R'HEREAS, on April 11, 20li, a sinkhole appeared on Brand}��ine A��enue south of
Sequoia Street. The sinkhole «�as due to the failure of an existins 36" Cast-in-Place Concrete
Pipe (`CIPCP") storm drain. The pipe collapse and sinkhole encompassed se��eral tra��el lanes;
and
WI IEREAS: on April 17. ZOli. afrer inspectine the storm drain s��stem via dosed-circuit
television (CCTV), Public V�'orks staff��=as able to repair one azea of the failed pipe; and
WHEREAS. Public Works Staff identified at least 180 lineaz feet of failure in the 36"
CIPCP storm drain bet��een Inlet ID No. 2662 and Inlet ID No. 2661, based upon CCTV. The
scope oF repair work for this section was significant since failure of the drainaee s��stem had
alread�� occurred; immediate action �vas required to avoid additional damase to existin� City and
pri��ate infrastructure; and �
�i'HEREAS; the advanced deterioration and failure of this portion of the storm drain
s}�stem led staff to recommend that rehabilitation be performed immediateh=, on an emergency
basis. due to imminent threats to public safet�� and to public and pri��ate propem; and
VJHEREAS; in accordance «�ith Cit�� Charter Section 1009. and based upon the ureent
necessitv for the presen�ation of life. health and propert��_ Citv staff solicited three informal bids
and contracted the services of the lo���est responsi��e bidder, Arrieta Construction. Inc.. to repair
the storm drain facilities: and
WHEREAS; the repair �i�as completed on Jul�� 30; 20li. An lnformational hem ���as
submitted on Mav 16; 2013 ���ith the plan to report back to City Council afrer the full cost of the
project «-as identified; and
��'HEREAS, afrer the project ���as comp]eted. the final costs ���ere identified in the amount
of� 196.000: and

�1'HEREAS. the De��elopment Services Director has reviewed the proposed project for
compliance with the Califomia Environmental Qualit}� .4ct (CEQA) and has determined that the
project qualifies for a Class 1 categorica] exemption pursuant to Section 1�301(c) (Eaistine
Facility) of the State CEQA Guidelines because it involves maintenance and repair of an eaisting
street. Thus. no further environmental revieti� is necessarv.
NOV�', THEREFORE, BE IT RESOLVED that the City Council of the City of Chula
Vista does herebv:
l. Establish a neti� Capital Improvement Project "Emergency Storm Drain Repairs at
Brand}��ine Avenue & Sequoia Street (DR197)"
2. Accept the final report of espenditures for the emergenc,y storm drain repairs at
Brandywine Avenue & Sequoia Street (DR197)
3. Amend the Fiscal Year 2014/2015 CIP expenditure budget in the Transnet Fund by
reducing CIP project DR193 by $196;000 and appropriating the equivalent amount to
CIP project DR197
4. Make a finding that an emergency existed and ratify the contract with Arrieta
Construction, Inc. for said emergency repair work.
