RECOMMENDED ACTION
Council adopt the resolution.
SUMMARY
ThePoliceDepartmenthasrecentlyreceivednoticeofagrantawardintheamountof$50,000from
theDepartmentofAlcoholicBeverageControl(ABC).Thegrantfundswillbeusedduringa12
monthperiodtoconductABCenforcementstrategiestargetingproblemABClocationsthatgenerate
excessivecallsforservice,permitnarcoticsactivityonthepremises,allowminorsaccesstoalcohol,
and continually violate the conditions of their ABC license.
ENVIRONMENTAL REVIEW
ThisproposedactivityhasbeenreviewedforcompliancewiththeCaliforniaEnvironmentalQuality
Act(CEQA)andithasbeendeterminedthattheactivityisnota“Project”asdefinedunderSection
15378oftheStateCEQAGuidelinesbecauseitwillnotresultinaphysicalchangeinthe
environment;therefore,pursuanttoSection15060(c)(3)oftheStateCEQAGuidelines,theactivityis
not subject to CEQA. Thus, no environmental review is necessary.
BOARD/COMMISSION RECOMMENDATION
Not applicable.
DISCUSSION
ThePoliceDepartmenthasbeenawarded$50,000fromtheDepartmentofAlcoholicBeverage
Control(ABC).This12monthprojectwillproactivelytargetproblemABClocationsthatgenerate
excessivecallsforservicedrainingpatrolresources,permitnarcoticsactivityonthepremises,allow
minorsaccesstoalcohol,andcontinuallyviolatetheconditionsoftheirABClicense.ThePolice
DepartmentSpecialInvestigationsUnitwillconductABCenforcementstrategiesandprovidetraining
andresourcesforofficersaswellasABClicensees.Theobjectiveofthisprojectistoproactively
targetABCproblemlocationsbasedonintelligencegatheredbysurveillance,departmentdata
sources, and the community.
DECISION-MAKER CONFLICT
Staffhasreviewedthedecisioncontemplatedbythisactionandhasdeterminedthatitisnotsite
specificandconsequently,the500-footrulefoundinCaliforniaCodeofRegulationssection18704.2
(a)(1),isnotapplicabletothisdecision.Staffisnotindependentlyaware,andhasnotbeeninformed
byanyCityCouncilmember,ofanyotherfactthatmayconstituteabasisforadecisionmakerconflict

of interest in this matter.

CURRENT YEAR FISCAL IMPACT
Approvalofthisresolutionwillresultinaone-timeappropriationof$44,770tothepersonnelcategory
and$5,230tosupplies&servicescategoryofthePoliceGrantFund.Thefundingfromthe
DepartmentofAlcoholicBeverageControlwillcompletelyoffsetthesecosts,resultinginnonetfiscal
impact to the General Fund.
ONGOING FISCAL IMPACT
There is no ongoing fiscal impact for accepting these grant funds.

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ACCEPTING $50,000 FROM THE
DEPARTMENT OF ALCOHOLIC BEVERAGE CONTROL
AND APPROPRIATING SAID FUNDS TO THE FISCAL YEAR
2014/2015 BUDGET OF THE POLICE GRANT FUND
WHEREAS, the Police Department has recently received notice of a grant award in the
amount of $50,000 from the Department of Alcoholic Beverage Control (hereafter referred to as
ABC); and
WHEREAS, the grant funds will be used during a twelve month period to conduct ABC
enforcement strategies targeting problem ABC regulated businesses that generate excessive calls
for service, permit narcotics activity on the premises, allow minors access to alcohol, and
continually violate the conditions of their ABC license; and
WHEREAS, the Police Department has been awarded various grant funds by ABC, and
has a history of success working with ABC and other law enforcement agencies at the local and
state levels; and
WHEREAS, the fiscal year 2014/2015 Police Grant Fund budget will be amended to
appropriate $44,770 for overtime costs, $2,280 for operating expenses, $2,500 for equipment,
and $450 for mandatory conference registration.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Chula
Vista, that it accept $50,000 from the Department of Alcoholic Beverage Control and amend the
fiscal year 2014/2015 police grant fund budget by appropriating $44,770 to the personnel
category for overtime costs and $5,230 to the supplies and services category of the police grant
fund.
