FISCAL YEAR 2014/2015 POLICE DEPARTMENT BUDGET (4/5 VOTE REQUIRED)
RECOMMENDED ACTION
Council adopt the resolution.
SUMMARY
OnMay21,2014,theSanDiegoCountyCal-IDRemoteAccessNetwork(RAN)Boardapproveda
requestfromtheChulaVistaPoliceDepartmenttofundonefull-timebenefitedAutomatedFingerprint
Technician.TheSanDiegoCountyCal-IDRANBoardisthelocalRANboardprescribedbylawin
California Penal Code Section 11112.4.
ENVIRONMENTAL REVIEW
ThisproposedactivityhasbeenreviewedforcompliancewiththeCaliforniaEnvironmentalQuality
Act(CEQA)andithasbeendeterminedthattheactivityisnota“Project”asdefinedunderSection
15378oftheStateCEQAGuidelinesbecauseitwillnotresultinaphysicalchangeinthe
environment;therefore,pursuanttoSection15060(c)(3)oftheStateCEQAGuidelines,theactivityis
not subject to CEQA. Thus, no environmental review is necessary.

DISCUSSION
TheCaliforniaIdentificationSystem(Cal-ID)isanautomatedsystemmaintainedbytheStateof
CaliforniaDepartmentofJusticeforretainingfingerprintfilesandidentifyinglatentfingerprints.
CaliforniaPenalCodeSection11112.1providesfortheestablishmentofaRemoteAccessNetwork
(RAN),consistingofstatewidenetworkofequipmentandproceduresallowinglocallawenforcement
agenciesdirectaccesstoCal-ID.TheSanDiegoSheriff’sDepartmentisthecounty’sproprietary
agency for San Diego County’s Cal-ID/RAN.
TheSanDiegoCountyCal-ID/RANBoardapprovedarequestfromtheChulaVistaPolice
Departmentintheamountof$75,000.Thisfundingwillpayforthepersonnelcostsofone
Automated Fingerprint Technician for one year.
FingerprintverificationandentriesintotheCal-IDsystemareahighpriorityforlawenforcement
agenciesbecauseitinvolvesconfirmationofidentifications,whichisacriticalcomponentof
investigatingcases.ThePoliceDepartmentcurrentlyhasoneAutomatedFingerprintTechnician,

whoisfullyfundedbyCal-ID/RAN.Infiscalyear2012/2013,thispositionevaluated7,000latentprint
cardsandentered1,400latentprintsintotheCal-IDsystem.However,thelatentprintsectionofthe
PoliceDepartment’sForensicLaboratoryhasexperiencedanincreaseoflatentprintcasesoverthe
past years, which created the need of another Automated Fingerprint Technician.
Withoutadditionalassistance,theForensicLaboratorywillnothavetheabilitytokeepupwiththe
currentbacklogofevaluatinglatentprintsandenteringthemintotheCal-IDsystem.Theadditionof
afull-timeAutomatedFingerprintTechnicianwillassistwiththecurrentcaseloadofthedepartment
andcanpotentiallyhavestatewidebenefitstootherlawenforcementagenciesbyhavingprints
entered into the Cal-ID system in a timely manner.
DECISION-MAKER CONFLICT
Staffhasreviewedthedecisioncontemplatedbythisactionandhasdeterminedthatitisnotsite
specificandconsequentlythe500-footrulefoundinCaliforniaCodeofRegulationssection18704.2
(a)(1)isnotapplicabletothisdecision.Staffisnotindependentlyaware,norhasstaffbeeninformed
byanyCityCouncilmember,ofanyotherfactthatmayconstituteabasisforadecisionmakerconflict
of interest in this matter.

TheCity’sStrategicPlanhasfivemajorgoals:OperationalExcellence,EconomicVitality,Healthy
Community,StrongandSecureNeighborhoodsandaConnectedCommunity.Fundsreceivedfor
theCaliforniaIdentificationProgramsupportthegoalofStrongandSecureNeighborhoodsby
providing fingerprint verification for Police Department cases.
CURRENT YEAR FISCAL IMPACT
Approvalofthisresolutionwillresultintheappropriationof$75,000tothefiscalyear2014/2015
PoliceDepartmentpersonnelbudgetandtheadditionofoneAutomatedFingerprintTechniciantothe
authorizedstaffinglevelofthePoliceDepartment.ThefundingfromtheCountyofSanDiegoCal-ID
Program will completely offset these personnel costs, resulting in no net fiscal impact.
ONGOING FISCAL IMPACT
Thecurrentproposalprovidesoneyearfundingforthepositionoutlinedinthisreport.Cal-IDfunding
isanticipatedtofundthispositioninsubsequentfiscalyears.Ifnoadditionalfundingisobtained,
then the position may be eliminated.

RESOLUTION NO.
RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CHULA VISTA ACCEPTING $75,000 FROM THE COUNTY
OF SAN DIEGO CALIFORNIA IDENTIFICATION PROGRAM,
ADDING ONE AUTOMATED FINGERPRINT TECHNICIAN
TO THE AUTHORIZED STAFFING OF THE POLICE
DEPARTMENT AND APPROPRIATING SAID FUNDS TO
THE FISCAL YEAR 2014/2015 POLICE DEPARTMENT
BUDGET
WHEREAS, the California Identification System (Cal-ID) is an automated system
maintained by the State of California Department of Justice for retaining fingerprint files
and identifying latent fingerprints; and
WHEREAS, t
agency f-ID/Remote Access Network (RAN); and
WHEREAS, the San Diego County Cal-ID/RAN Board approved a request from
the Chula Vista Police Department in the amount of $75,000; and
WHEREAS, this funding will pay for the personnel costs of one Automated
Fingerprint Technician for one year.
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of
Chula Vista does hereby accept $75,000 from the County of San Diego California
Identification Program, add one Automated Fingerprint Technician to the authorized
staffing of the Police Department and appropriate said funds to the fiscal year 2014/2015
Police personnel budget.
